    Under the Patronage of Her Excellency the Minister of Health & Environment Dr Adeelah Hamoud Hussien, the Public Health Directorate (PHD) in collaboration with the World Health Organization (WHO), the United Nation Children’s’ Fund (UNICEF) and the United Nations Population Fund (UNFPA) launched on 20 July 2017 the National Reproductive, Maternal, Newborn, Child and Adolescent Health Strategy (RMNCAH) 2018–2020. The strategy was developed in alignment with the national development plans and strategies to map the road for galvanizing actions to achieve the Sustainable Developmental Goals (SDGs) for health in Iraq. With the present diverse health challenges and public health risks and threats such as disease outbreaks and high maternal and child mortality rates, the community of health professionals in Iraq needs an updated national RMNCAH strategy (2018–2020) that would support stepping up joint efforts to complete the unfinished work of the Millennium Developmental Goals (MDGs). The RMNCAH strategy aims to address the inequities among underserved areas in Iraq, stricter compliance to measurement and monitoring of progress, the inclusion of the humanitarian aspects and adherence to the 2030 agenda for SDGs, particularly those related to the health of women, children and adolescents, and the inclusion of innovative approaches for monitoring progress during the implementation of the RMNCA strategy 2018–-2020. Together with the national health authorities and civil society, WHO, UNICEF, and UNFPA will work to support the government of Iraq with the necessary technical and operational modalities to improve the health and well-being of women, children, and adolescents in the country. The meeting aimed at setting out a path towards developing the future national capacity strategy of the water sector in Iraq. Building upon UNESCO’s long experience and studies in the field of drought and water resources’ management in Iraq, ASHRI-2 crucially addresses water shortage and scarcity, and its dangerous outcome on socio-economic and cultural development, health, environment and eco-systems. Since its launch in November 2013, ASHRI-2 has delivered critical data, information and knowledge management tools required for sound management of groundwater resources in Iraq and deployed state-of-the-art methodologies and techniques in geo-scientific mapping of groundwater resources, and IT-based database management, forming important outcomes of the. Recognizing the Iraqi authorities’ ownership of these products and tools, key project partners including the Ministry of Water Resources in Baghdad (MoWR), the Minister of Agriculture and Water Resources (MoWAR) of the Kurdistan Regional Government (KRG) and the Prime Minister’s Advisory Committee (PMAC), discussed a set of recommendations to develop and utilize water resources sustainably. H.E. Abdulsatar Majeed, the Minister of Agriculture and Water Resources in KRG underlined that “the workshop is an important step for this project and the nation. We are keenly aware of the issues facing our water, particularly those in our region. Groundwater tables are decreasing, ins some areas by 100m. The Daily Caller News Foundation is reporting that three brothers who managed office IT for government officials have been relieved of their duties on suspicion that they accessed specific computer networks without permission, also known as hacking. From The Daily Caller:Brothers Abid, Imran, and Jamal Awan were barred from computer networks at the House of Representatives Thursday, The Daily Caller News Foundation Investigative Group has learned. Three members of the intelligence panel and five members of the House Committee on Foreign Affairs were among the dozens of members who employed the suspects on a shared basis. The two committees deal with many of the nation’s most sensitive issues, information and documents, including those related to the war on terrorism. The Daily Caller goes on to state that one of the possible computer systems that may have been hacked in connection to these three brothers belongs to Florida Democrat Debbie Wasserman Schultz. Schultz served as the chairman for the DNC when the now infamous DNC hacks took place during the 2016 presidential campaign. Many Democrats and media outlets reported for months, with little evidence, that the Russians were behind the hacks in a deliberate attempt to help President Trump win the election.

    The amendment would compel document and evidence production to Congress regarding leaks by Comey to his friend Columbia University law professor Daniel Richman about conversations Comey had with President Trump and how said leaked information was then leaked to the media with the intent of the creation of the special counsel’s office led by Robert Mueller—a longtime Comey friend and another former FBI director. It would demand, too, any evidence regarding the “propriety and consequence of immunity deals” given to potential “co-conspirators” of 2016 failed Democratic presidential nominee Hillary Rodham Clinton. The amendment specifically names Cheryl Mills, Heather Samuelson, and John Bentel—each former Clinton staffers. It also focuses on Comey’s decision to “usurp the authority” of Lynch by making his “unusual announcement” that criminal charges would not be brought against Hillary Clinton over her “unlawful use of a private email server and mishandling of classified information” and dig into Comey’s “knowledge and impressions of ex-parts conservative” Lynch had with former President Bill Clinton—Hillary’s husband—on the tarmac at Sky Harbor International Airport in Phoenix in June 2016. It would also look into Comey’s “knowledge” about Fusion GPS, “including its creation of a ‘dossier’ of information about Mr. Trump; that dossier’s commission and dissemination in the months before and after the 2016 Presidential Election; the intelligence sources of Fusion GPS or any person or company working for Fusion GPS or its affiliates.” It would dig into specifically any leaks “originated by” Comey that were provided to “author Michael Schmidt dating back to 1993” and into Comey’s knowledge of the Uranium One deal and that deal’s connections to Clinton Foundation donations—as well as Comey’s “refuseal to investigate then Secretary of State Hillary Clinton” for “selling access to the U.S. State Department through Clinton Foundation donations,” for “Huma Abedin’s dual employment at the State Department and the Clinton Foundation simultaneously,” and for her “utilization of the State Department to further paid speaking opportunities for her husband.” The probe would also dig into “any collusion” between Comey and Mueller, specifically regarding the information leaked by Comey to his Columbia University law professor friend about his conversations with President Trump and any communication between the two “in advance of the Senate Intelligence Committee hearing” Comey testified at after his termination by President Trump. It would also dig into whether Comey had any knowledge of efforts by various government agencies to spy on Donald Trump during the campaign by monitoring communications and to figure out Comey’s involvement in or knowledge of “the ‘unmasking of individuals on Donald Trump’s campaign team, transition team, or both” while also assessing the “role that former National Security Adviser Ms. Susan Rice playing in the unmasking of these individuals.” It would look into the actual purpose of said unmasking and also the “dissemination of unredacted information to various intelligence agencies” before Trump’s presidency. It would be unthinkable if any Republican on the House Judiciary Committee voted against this resolution. Biggs told Breitbart News that he expects his fellow Republicans to stand strong behind this push for an investigation. “I do think we as a party owe it to the constituents—the people who elect us—to really be focused, the word you used is focused, we need to be focused on the agenda and you can’t be focused on our agenda is we’re focused all the time on responding,” Biggs said. “So, we also have to defend our turf and in a way we’re defending that turf with justice and the rule of law. That’s what we’re defending. So, that’s what Republicans stand for—that’s what we stand for—and that’s why it’s important I think. That’s why we need to keep focused on this.” It is unclear at this time whether House Judiciary Committee chairman Rep. Bob Goodlatte (R-VA) and Speaker Ryan will stand in the way of transparency on this front. Last time a Speaker stood in the way of a true congressional investigation—former Speaker John Boehner stood in the way of a Benghazi scandal select committee—that Speaker lost his job. It would be easy for Republicans to replace Ryan if he or Goodlatte stand in the way of this investigation. What’s more, White House sources tell Breitbart News that the White House is privately supportive of this effort so far. And Rep. Mark Meadows (R-NC), the chairman of the House Freedom Caucus and a close ally of the White House, told Breitbart News in an interview on Tuesday that this is a positive effort his conservative colleagues are leading. “The American people are tired of focusing on Russia and ignoring some of the inconsistencies of the previous administration,” Meadows said. “They don’t understand why Republicans are not coming to the defense of this president.”

Reps. Matt Gaetz (R-FL), Andy Biggs (R-AZ), Mike Johnson (R-LA) and Jim Jordan (R-OH) have drafted an amendment that would compel government cooperation with a congressional probe into Lynch’s and Comey’s activities. Specifically, the amendment—a draft of which was obtained by Breitbart News—would compel the production of documents and evidence regarding Lynch’s order to Comey to “mislead the American people by starting he should refer to the investigation into the mishandling of classified data and use of an unauthorized email server by former Secretary of State Hillary Clinton as a ‘matter,’ rather than a criminal ‘investigation.’” The amendment specifically presses the Department of Justice to cooperate with the congressional investigation this would create, making it easier for Attorney General Jeff Sessions to probe these and the other matters laid out. President Donald Trump has very publicly expressed displeasure with the lack of action on the investigative front into these matters. His latest tension with Attorney General Jeff Sessions has centered on Sessions’ recusal on the Russia investigation, which led to the eventual appointment of the special prosecutor Mueller. Now, these Trump allies in Congress are stepping up and creating a way for Sessions to help them get to the bottom of these matters. It remains unclear whether Speaker Paul Ryan will stand in the way of this investigation. It’s unclear as of yet when the amendment will be introduced. But many of its authors, after Breitbart News obtained a draft copy, confirmed their plans in statements or interviews. “For the past several years, Democrats have obstructed justice and blocked every Congressional investigation imaginable,” Jordan said in an email. “Now they want to investigate? Ok, let’s investigate! Both parties have criticized James Comey over the past year for his performance as FBI director. Even Sen. Feinstein says there should be an investigation into Loretta Lynch and James Comey’s handling of the Clinton investigation. Let’s have a special counsel for that and see how serious Congressional Democrats are about getting to the truth.” “It’s time for Republicans in Congress to start playing offense,” Gaetz told Breitbart News in an emailed statement. “My constituents ask the same questions that so many people want to know the answer to, and that is why have all these investigations stopped? There was a whole lot of fire there and they just seemed to end when the new administration came in and I think there’s two or three reasons,” Biggs said in a brief phone interview on Tuesday afternoon. “Number one, I think you want justice and that leads to number two—if you don’t have justice and you’re not following the rule of law then government and lawmakers and those who enforce the law are held in derision by the public.     U.S. and coalition military forces continued to attack the Islamic State of Iraq and Syria on Sunday, conducting 16 strikes consisting of 27 engagements, Combined Joint Task Force Operation Inherent Resolve officials reported yesterday. Officials reported details of yesterday’s strikes, noting that assessments of results are based on initial reports. Strikes in Syria In Syria, coalition military forces conducted 13 strikes consisting of 17 engagements against ISIS targets: Near Abu Kamal, three strikes destroyed eight ISIS oil refinement stills and two oil tankers. Near Dayr Az Zawr, three strikes engaged an ISIS tactical unit and destroyed a vehicle, an oil tanker and an oil storage tank. Near Raqqa, seven strikes engaged five ISIS tactical units; destroyed two fighting positions, a mortar tube and a mortar facility; and damaged five fighting positions and a supply route. Strikes in Iraq In Iraq, coalition military forces conducted three strikes consisting of 10 engagements against ISIS targets: Near Beiji, a strike engaged an ISIS tactical unit and destroyed two vehicles and a staging area. Near Qayyarah, a strike suppressed an ISIS tactical unit. Near Tal Afar, a strike engaged an ISIS tactical unit and destroyed two ISIS-held buildings, two vehicles, a mortar system and a fighting position. July 22 Strikes Additionally, 14 strikes were conducted in Syria and Iraq on July 22 that closed within the last 24 hours. Near Kisik, Iraq, a strike suppressed an ISIS tactical unit. Near Dayr Az Zawr, Syria, a strike engaged an ISIS tactical unit and destroyed a vehicle. Near Raqqa, Syria, 12 strikes engaged 10 ISIS tactical units and destroyed three fighting positions, a storage facility and a tunnel. Part of Operation Inherent Resolve These strikes were conducted as part of Operation Inherent Resolve, the operation to destroy ISIS in Iraq and Syria. The destruction of ISIS targets in Iraq and Syria also further limits the group’s ability to project terror and conduct external operations throughout the region and the rest of the world, task force officials said. The list above contains all strikes conducted by fighter, attack, bomber, rotary-wing or remotely piloted aircraft; rocket-propelled artillery; and some ground-based tactical artillery when fired on planned targets, officials noted. Ground-based artillery fired in counterfire or in fire support to maneuver roles is not classified as a strike, they added. A strike, as defined by the coalition, refers to one or more kinetic engagements that occur in roughly the same geographic location to produce a single or cumulative effect. For example, task force officials explained, a single aircraft delivering a single weapon against a lone ISIS vehicle is one strike, but so is multiple aircraft delivering dozens of weapons against a group of ISIS-held buildings and weapon systems in a compound, having the cumulative effect of making that facility harder or impossible to use. Strike assessments are based on initial reports and may be refined, officials said. The task force does not report the number or type of aircraft employed in a strike, the number of munitions dropped in each strike, or the number of individual munition impact points against a target.     Iraqi forces now control all parts of Mosul, Iraq, while tough fighting against the Islamic State of Iraq and Syria continues in Raqqa, Syria, Pentagon spokesman Navy Capt. Jeff Davis told reporters here today. Since the height of ISIS’s power in 2014, the coalition has retaken more than 70 percent of formerly ISIS-controlled territory in Iraq and 50 percent in Syria, he said, and the coalition fighting ISIS continues to grow. “There are now 73 partners in that coalition, which is 69 countries plus the European Union, NATO, the Arab League and Interpol,” the International Police Organization, he said, noting that coalition partners in Iraq and Syria have retaken more than 44,400 square miles of territory, and freed 5 million people from ISIS control. Iraq Operations In an update of operations beginning with Iraq, Davis said that Iraqi forces continue to conduct detailed clearance operations of rebel caves and tunnel systems in Mosul’s old city, looking for any remaining ISIS fighters and seeking to identify explosive devices that could threaten friendly forces or civilians. The old city is the focus of cleanup operations, he said, and the Iraqi army, the Emergency Response Division forces, the Counter Terrorism Service and federal police are holding sectors in Mosul until the holding force takes over security. “There’s been only one coalition strike in Mosul in the last week and a single-digit number of direct-fire engagements in Mosul in the last week. These are indicators of the improved security and stability situation there,” Davis said. Before the single strike over the past week, the last time the coalition made no strikes on Mosul was Sept. 15, he added.
