In Iraq alone, there are one million widows and, tragically, more than four million orphans. AMAR International has been delivering urgent medical and educational support in the Middle East for the last 26 years. Using a staff comprised almost entirely of national professionals and volunteers, they have treated more than 10 million patients and have opened 46 medical centres across Iraq.     WHO and Ministry of Health investigate the massive death of fish in southern governorates of Iraq Laboratory tests conducted on water samples in the reference lab in Amman, Jordan on the cause of death of freshwater fish in the Euphrates River in Iraq have revealed the contamination of water with high content of coliforms, heavy metals, and high concentration of ammonia. Health experts from the World Health Organization (WHO) and the Ministry of Health and Environment in Iraq say that while these materials are toxic to fish, they pose no health threat to humans. Testing on dead fish has revealed serious issues that warranted WHO to conduct a second investigation related to probable viral infection of fish causing the death of thousands in the river. Results of the second test are due next week. The laboratory investigations came in response to a request to WHO by the Iraqi Ministry of Health and Environment to assess the likely effects of the fish death on humans and the environment. As early as 2 November this year, thousands of tonnes of fish have died in the Euphrates River causing significant loss to fish farms and production in the southern part of Iraq especially in Babel province, 85 kilometers south of Baghdad. WHO continues to work with its MOH counterparts to develop appropriate preventive measures to effectively mitigate and respond to future incidents of this nature.     Dana Gas and Crescent Petroleum Announce 30% Gas Production Increase in Kurdistan Region Dana Gas, the Middle East’s leading publicly-listed regional natural gas company, and its partner Crescent Petroleum, have announced achievement of a 30% increase in production capacity at the Khor Mor field in the Kurdistan Region of Iraq, which the companies jointly operate on behalf of Pearl Petroleum. This increase delivers much-needed gas supply to fuel power plants in the region, and marked a major milestone as the companies commemorate 10 years of continuous production in the region in a special ceremony with the Kurdistan Regional Government in Erbil. The expansion at the Khor Mor gas processing plant consisted of a series of plant additions and modifications to de-bottleneck throughput, raising output capacity from 305 MMscfd of natural gas to 400 MMscfd, with over 15,000 barrels per day of condensate. The Plant, which began operating in 2008, supplies natural gas from the Khor Mor field by pipeline to power plants in the towns of Chemchemal and Erbil, and will soon supply a new plant in Bazian. The Khor Mor Plant also produces LPG and NGL, which are sold and trucked to the local markets. Under a Gas Sales agreement signed in January 2018 with the KRG Ministry of Natural Resources, Pearl Petroleum will sell the additional quantities of gas to supply the power stations with affordable, environmentally favourable fuel, and further enhance electricity supplies. The plant expansion comes online as Pearl celebrates a decade of production in the KRI. At a ceremony in Erbil attended by Kurdish Regional Government Prime Minister Nechirvan Barzani, Minister of Natural Resources Dr. Ashti Hawrami, and other senior officials, Board Members and senior executives from the companies commemorated the partnership between the companies and the KRG in delivering progress and improved services to the people of the region over the past decade. Total investment in the Kurdistan Gas Project to date exceeds $1.4 billion with total cumulative production over 250 million barrels of oil equivalent (boe), which has resulted in over $20 billion of fuel cost savings and economic benefits for the Kurdistan Region and Iraq as a whole. Further investment is underway to expand production to 900mmscfd per over the coming 3 years, together with associated liquids. Mr. Majid Jafar, CEO of Crescent Petroleum and Board Managing Director of Dana Gas, commented: “This production increase marks an important milestone as we also commemorate ten years of continuous production, and the beginning of a new chapter of expansion in operations and production which will see a further investment of over $600 million over the coming few years and a more than doubling of production again. “The gas we have produced has led to significant fuel savings and social and economic value for the economy, and we hope to grow this in the years to come from the significant resources of these world class fields, for the benefit of the Kurdistan Region and all of Iraq.” Dr. Patrick Allman-Ward, CEO of Dana Gas, added: “Despite many challenges over the past ten years we are proud to have maintained our production levels and operations and now with the settlement of all past receivables last summer and continuous payments since then, we look forward to significantly growing production to meet the growing demand for gas and electricity in the Kurdistan Region and Iraq as a whole.” In August 2017, Pearl Petroleum reached a full and final settlement with the KRG of the arbitration between them, including receiving $1 billion in cash from the KRG for past receivables and committing to expand their investment and operations in the region. These expansion plans include a multi-well drilling program now underway in both the Khor Mor & Chemchemal fields, as well as installation of additional gas processing and liquids extraction facilities. Operation full-time staff numbers are over 600 with over 80% local staff, and training programmes to increase this figure further. In addition, the companies has contributed to local communities with support for local power generation, education and healthcare facilities, as well as support programmes for internally displaced people in Iraqi. The Kurdistan Gas Project was established in 2007 as Dana Gas and Crescent Petroleum entered into agreement with the Kurdistan Regional Government (KRG) for exclusive rights to appraise, develop, produce, market, and sell petroleum from the Khor Mor and Chemchemal fields in the Kurdistan Region of Iraq (KRI). Production from the newly built plant in Khor Mor began 15 months later, in October 2008, an industry record. In 2009, Pearl Petroleum was formed as a consortium with Dana Gas and Crescent Petroleum as shareholders, and with OMV, MOL, and RWE joining the consortium subsequently with a 10% share each.     The co-owners and chief operating officer of one of the largest Iraqi dinar exchangers in the United States were convicted last month by a federal jury following a five-week trial. Tyson Rhame, James Shaw, and Frank Bell were each convicted of mail and wire fraud conspiracy, as well as multiple counts of mail and wire fraud. Rhame and Bell were also convicted of making false statements to federal law enforcement agents. “These executives engaged in a lengthy campaign to defraud investors by spreading lies about the investment potential of the Iraqi dinar,” said Acting U.S. Attorney Kurt R. Erskine. “These convictions resulted from years of investigation, which included dozens of electronic and physical search warrants, hundreds of witness interviews, and extensive financial analysis.” “The conviction of these three defendants is the result of an extensive effort by the government to protect investors from those who make unsubstantiated claims about the potential revaluation of a foreign currency,” said Chris Hacker, Special Agent in Charge of FBI Atlanta. “Their greed led them to steal the hopes of unsuspecting investors and ultimately led them to their demise. The FBI and its partners make it a priority to root out and punish anyone who preys on investors for their own selfish desires.” “This was a trial about fraudulent inducements, conspiracy, investment fraud and outright greed,” said Thomas J. Holloman, Special Agent in Charge, IRS-Criminal Investigation. “Rhame, Shaw, and Bell saw an opportunity to build their personal net worth and business position in the currency market by seizing on investors’ desire for high returns on their investments. At the end of the trial, the jury agreed with the government and found the Sterling Currency Group co-owners and chief operating officer guilty of the conspiracy and the underlying frauds. Despite the challenges these complex cases present, IRS-CI is committed to working with our partners at the FBI, and the U.S. Attorney’s Office to show white-collar fraud is still an investigative priority.” According to Acting U.S Attorney Erskine, the charges, and other information presented in court: Rhame and Shaw owned and operated the Sterling Currency Group, which was once one of the country’s largest sellers of the Iraqi dinar. Bell was Sterling’s chief operating officer. Between 2010 and June 2015, Sterling grossed over $600 million in revenue from the sale of the Iraqi dinar and other currencies, while Rhame and Shaw received over $180 million in distributions. The evidence at trial established that the defendants took steps to make investors believe they would get rich by investing in the Iraqi dinar. At one point, Rhame posted information on Sterling’s website falsely suggesting that the dinar was about to revalue. At other times, Rhame and Bell falsely claimed that Sterling would cash out investors at airports around the country following a dinar “revaluation.” The defendants also paid substantial sums of money to third parties who in turn spread false information about the dinar on conference calls and Internet chat rooms. Tyson Rhame, 53, and James Shaw, 55, both of Atlanta, Georgia, and Frank Bell, 55, of Decatur, Georgia, were convicted of conspiracy to commit mail and wire fraud and multiple mail and wire fraud counts. Rhame and Bell were also convicted of making false statements to federal agents regarding Sterling’s operations. The jury acquitted the defendants of money laundering charges.     Deep inequality continues to shape the lives of children in IraqA comprehensive survey on children’s wellbeing in Iraq released today found that conflict and inequality remain defining features of childhood. A majority of poor children are not receiving any form of government assistance. Even as the fighting has subsided, 80 per cent of all children experience violence at home or in school. While almost all children (92 per cent) are enrolled in primary school, just over half of children from poorer backgrounds complete their primary education. The gap widens in upper secondary school, where less than a quarter of poor children graduate, compared to three-quarters of children from wealthier backgrounds. Children’s education needs in Iraq are vast: half of all public schools in the country require rehabilitation and one in three schools run multiple shifts, squeezing children’s learning time. The five governorates with the lowest school enrollment and attendance rates are concentrated in the country’s southern governorates which remain its poorest, and in Anbar and Ninawa – the two governorates that have borne the brunt of the violence of the last few years. Attending school regularly is an essential part of healing for the more than 1 million children estimated to require psychosocial support to cope with the invisible wounds of war. “The data is the clearest indication yet that the most vulnerable children in Iraq are the ones that are most likely to fall behind,” said Peter Hawkins, UNICEF Representative in Iraq. “The hard-won gains to end the conflict in Iraq and transition to a stable future could be lost without additional investments for all children to reach their full potential.” Iraq has made notable progress on newborn and child health, including maintaining high levels of assisted births and reducing the number of children who die in their first month of life from 20 deaths per 1000 live births to 14 since the last survey was conducted in 2011. But the challenges arise soon after birth: Only 4 out of 10 of children are fully vaccinated, with the poorest children missing out the most. Half of all Iraqi households are at risk of drinking contaminated water and less than 40 per cent of the population has access to drinking water at home, placing children at grave risk of waterborne diseases. “As Iraq moves past the violence of the last few years and forges a new path for itself, it must prioritize the wellbeing of all children,” said Hawkins. “Children are the future of this country, and a growing gap between the haves and the have-nots sows discord and is detrimental for children and for Iraq. With the right commitment and the right policies in place, the Government of Iraq can make a difference.” To maintain Iraq’s recent gains and protect the rights of all children, UNICEF calls on the Government of Iraq to invest in services that directly benefit those children affected by conflict and poverty, and to work towards putting an end to all forms of violence against children.     The Qishla and Citadel of Kirkuk, two cultural heritage sites symbolising the area’s rich multicultural history but buffeted by time and conflicts, are in desperate need of restoration to preserve them for future generations. In line with UN support for the country’s diversity and preservation of its historical sites as symbols that boost reconciliation and coexistence, the Deputy Special Representative for Iraq of the UN Secretary-General, Ms. Alice Walpole, led a team from the UN family in Iraq comprising UNESCO, UNAMI and UN Development Coordination Office on visits to the sites on 05 November 2018 to assess the structures and explore ways to assist in the restoration work. Built in 1863 as the winter headquarters for the Ottoman Army garrison, the Qishla is in a state of near collapse today, leading to serious concerns that if not stabilized the remaining structure could soon fall down. The Citadel is the oldest part of Kirkuk, built in 884 BC as a defensive wall 18 metres high. Later, towers were added and the Citadel evolved as the heart of the city, with a 1,000-year old minaret and the Red Church. Dr. Iyad Tariq, Director of the Department for Antiquities and Heritage in Kirkuk, grew up on the Citadel. Dr. Tariq remembers how when he was a young boy the Citadel was the center of town. It was home to 850 families, a school, two mosques, minarets, a church, monuments, restaurants, cafes, recreational areas and a bustling market. With support from UNESCO and the international community, the Citadel can be restored to its former glory, Dr. Tariq said. The Head of the UN Development Coordination Office in Kirkuk, Mr. Martijn Dalhuijsen, says that the Citadel exemplifies the multi-cultural society of Kirkuk. The citadel contains Arabic, Christian, Islamic, Jewish, Kurdish, Seljuk, Turkish and Turkmen moments. Just like the Forum in Rome, it would be a valuable symbol of reconciliation and recovery to restore in the heart of the diverse City of Kirkuk. Restoration would also create many new job opportunities for artisans and craftsmen, construction workers, while boosting tourism, religious pilgrimage, and instill a sense of pride for Kirkukis after the liberation of parts of the Governorate from Da’esh terrorists. Prior to visiting the sites, meetings were held between Giovanni Fontana, an architect from UNESCO who specializes in historic preservation, and Sami Al-Khoja, a Cultural Programme Officer who worked on the restoration of the Citadel in Erbil. Supporting the assessment visit were H.E. Mr. Rakan Al-Jabouri, Acting Governor of Kirkuk, Dr. Tariq of the Department of Culture, and Colonel Wisam Abdullah of the Kirkuk Antiquities Police.     Iraq has emerged as Iran’s top export destination in the current Iranian year, an official announced. The director of the export bureau of Iran’s Customs Office, Ali Akbar Shadmani, said the value of the country’s exports since the beginning of the current Iranian year (March 21, 2018) has surpassed $30 billion, with Iraq being the top export destination. He said the value of exports has risen by 12.5 percent compared to the corresponding period last year. Iraq has imported 21 percent of the Iranian commodities this year in terms of value, worth $6.607 billion, he noted. The main goods exported to Iraq include natural gas, steel bars, oils and bitumen, home appliances, and agricultural products, the official added. President of Iraq Barham Salih visited Tehran on Saturday with a ranking delegation for a series of political and economic talks. After high-profile talks between the Iranian and Iraqi delegations, Iranian President Hassan Rouhani said the two neighbors can increase their annual trade from the current $12 billion to $20 billion. Rouhani also noted that the two sides discussed ways for cooperation in the energy, power and oil industry, including the extraction of petroleum, and a plan to connect the two countries’ railroad networks.     ShaMaran Petroleum Corporation refers to the agreement announced on June 4, 2018 whereby the Company’s wholly owned subsidiary, General Exploration Partners, Inc. (“GEP”), agreed in a sale and purchase agreement (the “SPA”) with Marathon Oil KDV B.V. (“MOKDV”) ,a wholly owned subsidiary of Marathon Oil Corporation (“Marathon”), to acquire from MOKDV a further 15% working interest in the Atrush Block Production Sharing Contract in the Kurdistan Region of Iraq (“the Acquisition”). The underlying agreements governing the development and operation of the Atrush block require that both the Minister of Natural Resources of the Kurdistan Governmental Authority (“MNR”) as well as TAQA Atrush BV (“TAQA”), the other owner of a participating interest in, and the operator of, the Atrush block, consent to the assignment of the participating interest from MOKDV to GEP. At the time, the MNR gave assurance of providing its consent to the assignment, however, TAQA unreasonably refused to provide its consent to the Acquisition. As a result of TAQA’s unreasonable refusal to provide consent, Marathon re-issued an offer to acquire MOKDV, a corporate transaction which does not require TAQA consent, with the result being that the Company is now engaged in a new bidding process for the Marathon interest in the Atrush block. There is no assurance that any offer by the Company or GEP, if submitted, will result in the acquisition of the increased interest in the Atrush block.     well its about time hee hee...........Congrats calstar !!! can you add a bit more detail on how you did it by answering a few questions? you report it took 3 days for them to respond, was that over a weekend or just 3 normal working days? what e-mail address did you send the request to at warka? what e mail address did the response come from warka with news? did you use your original e-mail server to send the request in? or did you have to create a newer e-mail address/server to get through to them? this kind of recent activity and your reply's here may help others who are still trying to get them to respond.

While Norway prices its substantial supplies to the EU in euros, an EU official said, other countries use dollars. Among the most important of these are Gulf states and Russia. (now we all see putins driving need to money launder, and find accomplices. No one wants his rubles). Now, the Special Purpose Vehicle... The SPV was conceived as a clearing house that could be used to help match Iranian oil and gas exports against purchases of EU goods, circumventing the U.S. sanctions, which are based on the global use of the dollar for oil trade. The EU wanted to have the SPV set up by this month, but no country has offered to host it, six diplomats told Reuters last week. The European Union, France, Germany, Britain, Russia and China, participants with the United States in the 2015 deal that lifted sanctions on Iran in exchange for curbs on its nuclear program, have been trying to find ways to circumvent the U.S. limitations. In particular, the EU has been trying to establish a Special Purpose Vehicle (SPV) for non-dollar trade with Iran. they are GREEN with ENVY over the Dollar's role in global trade. I stay far away from politics, but they should really be focusing on this. In some agency I'm sure they are, but it would feel better if they let us know that. $

The proposed budget law, prepared by the prior government and adopted by the current one (with some minor revisions), resembles the ongoing negotiations on completing the formation of the government. Just as the participants in these negotiations had left behind the pretence of responding to popular demands and are engaged in a replay of the prior squabbles over the spoils of war. This budget too is a replay of the prior budgets and a continuation of the old rentier state practices and socialist policies.     Ministry of Interior officially inaugurates the Local Police Service Road MapOn 12 November 2018 Lt. Gen. Moafaq Abdulhadi Tawfik, Deputy Minister for Police Affairs Agency officially inaugurated the Local Police Service Road Map of Iraq at the Ministry of Interior, in a ceremony held in the Agency headquarters in Baghdad. The overall objectives of the Road Map are firstly to put in place transition security arrangements from Iraqi Security Forces to Local Police in post – ISIL Iraq and, to develop a framework with specific emphasis on maintaining trust between Iraqi Local Police Service and the public, as well as to foster collaborative partnerships between the police and other agencies of the Criminal Justice System. The Local Police Service Road Map therefore, provides a strategy to transition the country from a military oriented focus on security to one of civil security authority in local security matters and, it prioritizes the following Police Core -Functions: Security and Protection Management Crime Management Traffic Enforcement Management Improving Effectiveness of Local Police Service (IELP), and Community Policing. Furthermore, the Road Map also highlights six crosscutting supporting functions: Finance Human Resources (HR) Training Equipment Infrastructure, and Information and Communication Technology (ICT). Ministry of Interior appointed Committee of senior officials with strategic advice and assistance from UNDP Iraq developed the Road Map. Lt. Gen. Moafaq Abdulhadi Tawfik, Deputy Minister for Police Affairs Agency said: “I extend my sincere gratitude and thanks to the Road Map Committee for their exceptional work in developing this important document that will guide the Local Police Service in Post- ISIL Iraq. “The Road Map is timely and it complements directly to the New Government Programme’s vision to transition of internal security to Local Police. At the centre of the unrest is a water supply crisis which Iraq can only solve with regional and international cooperation. In August, frustrations over crippled public services, drought and unemployment in Al-Basra governorate boiled over. The acute cause was a water contamination crisis. By the end of October, hospital admissions of those suffering from poisoning exceeded*100,000 according to health officials.     Iranian ambassador to Baghdad said Iran and Iraq are weighing plans to eliminate US dollar in trade transactions and also lift visa requirements for citizens of the two countries. Speaking at a TV program on Saturday night, Iraj Masjedi said Tehran and Baghdad are considering plans to use Iraqi dinar for trade transactions or develop barter trade considering the banking problems caused by the US sanctions on Iran. He also voiced Iran’s willingness to remove visa restrictions for travels between the two countries, saying the idea of lifting visa requirements for merchants and business people was discussed during Iraqi President Barham Salih’s Saturday visit to Tehran. Masjedi highlighted the ample opportunities available for the Iranian business sector available in the Iraqi market, saying the Baghdad government welcomes foreign investments. “The government of Iraq is seeking foreign investment in the economic field, and has now offered 1,200 projects worth $100 billion,” the ambassador added. He assured Iranian investors of improving security in Iraq, saying the security conditions in the Arab country’s inland and border regions have been getting better since the defeat of the Daesh (ISIL) terrorist group. The Iraqi president visited Tehran on Saturday with a ranking delegation for a series of political and economic talks. After high-profile talks between the Iranian and Iraqi delegations, Iranian President Hassan Rouhani said the two neighbors can increase their annual trade from the current $12 billion to $20 billion. Rouhani also noted that the two sides discussed ways for cooperation in the energy, power and oil industry, including the extraction of petroleum, and a plan to connect the two countries’ railroad networks.     UN-Habitat and UNESCO presented the Initial Planning Framework for Reconstruction of Mosul On 15 November 2018, the United Nations Human Settlements Programme (UN-Habitat) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) presented the Initial Planning Framework for the Reconstruction of Mosul, offering perspectives on how to ‘Build Back Better’ the city for the people of Mosul. Over 100 participants from the local government, private sector, civil society organizations and the United Nations agencies gathered at the Ninewa Governor’s office to discuss the priorities and recommendations for the reconstruction of Mosul, with special attention to the Old City. The event highlighted the complex challenges ensuring a fast reconstruction, while protecting the heritage and historical characteristics of the Old City. It also touched upon the problems that wider Mosul is currently facing in the housing sector and the urgent need to support vulnerable returnees whose houses were completely destroyed, which continues to be a major obstacle for the return of internally displaced persons in camps to Mosul. H.E. Mr. Nawfal Al Sultan, Governor of Ninewa, noted the prominent role of the United Nations agencies in the reconstruction of Mosul, and reiterated the importance of collaboration between the government offices, the United Nations agencies and the people of Mosul. He also expressed his hope that Ninewa will be built back better, asking for continuous support from the international community. Ms. Marta Ruedas, Deputy Special Representative of the Secretary-General and United Nations Resident and Humanitarian Coordinator, explained that the Framework provides a holistic and integrated approach for the reconstruction of Mosul, noting that the top priority is to protect heritage sites in the Old City from further damage as analysed and recommended in the Framework. Both H.E. Mr. Nawfal Al Sultan and Ms. Marta Ruedas called for setting up a specialised committee to follow up on and ensure that the actions recommended in the Framework are endorsed by the relevant authorities and implemented in a timely manner. Preparations for the transfer of the Kuwaiti textbooks and other items have taken over a year. H.E.
