    The Ambassadors of Canada, Croatia, Czech Republic, Finland, France, Germany, Hungary, Italy, the Netherlands, Norway, Poland, Romania, Spain, Sweden, the United Kingdom and the United States condemn the excessive and lethal use of force by Iraqi security forces and armed groups since 24 January against peaceful protestors, including in Baghdad, Nasiriya and Basra. Despite assurances by the government, security forces and armed groups continue to use live fire in these locations, resulting in multiple deaths and injuries of civilians, while some protestors face intimidation and abduction. The Ambassadors call on the government to respect freedoms of assembly and the right to protest peacefully, as enshrined in Iraq’s constitution, and on all protestors to maintain the peaceful nature of the movement. The Ambassadors call on the government to guarantee credible investigations and accountability for the over 500 deaths and thousands of injuries of protesters since 1 October.     The United Nations Mine Action Service (UNMAS) has welcomed an additional contribution of EUR 600,000 (approximately USD 670,000) from the Government of France dedicated to explosive hazard management activities that aim at enabling returns in retaken areas of Iraq. The presence of explosive hazards, including improvised explosive devices in areas retaken from the Islamic State in Iraq and the Levant (ISIL), also known as Daesh, will continue to impede security and stability efforts until they are cleared and rendered safe. Explosive hazards are not only blocking reconstruction efforts in retaken areas but also deterring people from returning home, particularly in areas affected by intense or prolonged military action. More than 1.4 million civilians are still displaced in Iraq due to the recent conflict and unsafe conditions to allow their return. The Government of Iraq maintains explosive hazard management capacities within a number of government entities and established mine action authorities, though the demand for assistance exceeds the resources available. With this additional contribution from the Government of France, UNMAS will further develop a nationally-led response to the threat of explosive hazards, including the provision of explosive hazard management in areas prioritized for stabilization and humanitarian response, technical advice to national and regional authorities as well as risk education. All projects implemented by UNMAS Iraq are gender mainstreamed and promote gender equality. Among other measures, the programme introduced in 2019 mixed search and clearance teams in Sinjar. This initiative is a step closer to empowering women in mine action and is facilitated by the government of France. Commenting on the contribution, the French Ambassador to Iraq, Bruno Aubert (pictured), said: “France considers the clearance of retaken areas as a priority to ensure that the right conditions are in place for displaced persons to return home. We want to renew our commitment to the Iraqi population regarding this essential matter and support the excellent work of UNMAS in Iraq.” Pehr Lodhammar, UNMAS Senior Programme Manager, said: “France is supporting explosive hazard management activities conducted by UNMAS Iraq for the second year. Clearance is still a critical step before any rehabilitation work can take place, and enables the safe, dignified and voluntary return of displaced communities. Joe Kaeser (pictured) made the comment to CNBC at the World Economic Forum (WEF) in Davos, Switzerland. Following a hotly-contested competition in 2018, it was agreed that Siemens and rival GE would share the work to upgrade Iraq’s electricity system, with GE supplying 14 gigawatts (GW), and Siemens 11 GW. The loans are available to all Iraqis.     By John Lee. Wageningen University and Research (WUR) will support six Iraqi universities to develop climate-smart agriculture and efficient water management in Iraq. Together with the Institute for Water Education (IHE) in Delft and ICRA Global, Wageningen researchers will train academic staff and develop knowledge transfer facilities. Iraq is one of the focus countries of the Dutch Ministry of Foreign Affairs. For that reason, the Ministry asked WUR to explore the opportunities for cooperation in Iraq in 2018. Last year, an high-level Iraqi delegation visited Wageningen to discuss the collaboration. The two-year project will address several issues. Teaching styles First, the Dutch participants will try to modernize the outdated teaching styles at the Iraqi universities by incorporating group work and practical work in their curriculum. Secondly, the project wants to organize joint research programs at the six universities. Each of these universities will send a scientist to Wageningen to write a joint research article about water management and climate-smart agriculture in Iraq. The participants may also develop massive open online courses (mooc’s) to implement knowledge transfer to other universities and development partners. Salinity problems Iraq is recovering from the war against IS. Some universities were damaged, some others face a challenge to collaborate with farmers to combat water shortage or salinity problems in agriculture. For security reasons, the training will be held in The Netherlands and project partners will meet in the safe Kurdistan Region of Iraq. Karrar Mahdi, an Iraqi scientist at the Soil Physics and Land Use Planning group in Wageningen, will coordinate the project. The project has received a budget of 1,3 million euros.     By John Lee. Transparency International has said that Iraq’s ranking has risen slightly in its global Corruption Perceptions Index (CPI). From a total of 180 countries, Iraq came in at number 162; last year’s position was 168 out of 180 countries. This result puts it on equal ranking with Chad and Cambodia. Libya was ranked in 168th place, with Iran in 146th. New Zealand beat Denmark to first place, with Somalia in last place. The Corruption Perceptions Index ranks countries and territories by their perceived levels of public sector corruption according to experts and businesspeople. More here.     By John Lee. The trial has begun in London of three British businessmen accused of conspiring to pay bribes totalling $6m (£4.6m) to win contracts in Iraq worth $800 million. According to the UK’s Serious Fraud Office (SFO), Monaco-based Unaoil bribed Iraqi officials to help Dutch-based SBM Offshore , and Singapore’s Leighton Offshore, to secure the contracts between 2005 and 2013. The Guardian reports that Ziad Akle (44), Unaoil’s territory manager for Iraq, Stephen Whiteley (64), who was a vice-president at SBM until 2009 before joining Unaoil as its manager for Iraq, and Paul Bond (67) SBM’s sales manager for the Middle East, have all pleaded not guilty. Protest death toll surges as security forces resume brutal repression Chilling eyewitness testimonies and verified video analysis by Amnesty International confirm that security forces have resumed their campaign of deadly violence against largely peaceful protesters in Baghdad and cities in southern Iraq, the organization has warned. The crackdown on renewed protests from 20-22 January saw at least 10 people killed in Baghdad, Basra, Karbala and Diyala, according to the Iraqi High Commission for Human Rights, while activists in Basra reported two additional deaths yesterday. Scores have been injured and arrested, with some subjected to torture and other ill-treatment in custody. The organization’s Crisis Evidence Lab verified videos from several flashpoints in recent days, confirming live ammunition is once again being used against unarmed protesters, and the first use of deadly military-grade tear gas grenades observed since November.     Current Rates Treasury Reporting Rates of Exchange as of December 31, 2019 Iraq-Dinar 1,138.0000 Far be it from me to argue with the Treasury, this is on their site. I wound up here checking on FATCA information as that acronym appeared on the CBI site under the "Know Your Customer" (KYC) announcement. Treasury has information on what has to be declared under the The Foreign Account Tax Compliance Act (FATCA). Historical rates on here go back to 2001 TREASURY REPORTING RATES OF EXCHANGE As of December 31, 2001 Iraq-Dinar .0000 No value against the U.S. Dollar... when did the war start?     KRG Prime Minister Masrour Barzani and Deputy Prime Minister Qubad Talabani chaired a meeting of the cabinet on Wednesday to discuss implementing best practice for the taxation system of the Kurdistan Region. The ministers reviewed an internal pilot project tasked with developing a new legal and auditing framework. The framework updates current auditing practices and increases the transparency of the taxation system. Prime Minister Barzani emphasised his cabinet’s commitment to an ambitious reform agenda, notably tax revenue reform in the Kurdistan Region, which will ensure fair implementation of the system and provide the government with the enhanced enforcement tools. The cabinet also approved a project designed to improve monitoring and auditing of government and private sector budgets, the facilitation of which will be supported by the Ministry of Finance and Economy. During the cabinet meeting, the KRG also approved the merging of the High Institute for Audits and Accounting with the Ministry of Higher Education and Scientific Research, bolstering their research capabilities and raising scientific standards. Prime Minister Barzani called for everyone to work together to ensure that public property and government vehicles are used in the best interest of the public and in accordance with government rules and regulations.     By John Lee. The Palestinian Authority has reportedly filed a formal request to Israel to allow the import of fuel from Iraq. Palestinian Prime Minister, Mohammed Shtayyeh, told Israel’s Haaretz newspaper that although the request was made four months ago, Israel has yet to respond.     As a part of his meetings with a number of leaders and heads of State, President Salih held in-depth talks with US President Donald Trump on Wednesday, on the sidelines of the World Economic Forum (WEF) in Davos. The President stressed the need to intensify international efforts to establish international and regional security and stability, noting that their consolidation and strengthening is the only way to ensure comprehensive and lasting peace in the region. His Excellency added that Iraq is eager to establish balanced relationships with all friends and allies to strengthen its sovereignty, respect its independent decision, achieve the interests of Iraqis, continue the economic development and reconstruction. In addition to Iraq must not be turned into a battleground to settle scores, he stated. The US President, in turn, reiterated his country’s support for Iraq, showed his desire to have a closer relation, expand the scope of cooperation and raise the trade volume between Iraq and US to serve both peoples. Iraq’s pivotal role in the region, he appreciated. Discussions covered the presence of foreign forces, the reduction in troops strength in the country as well as the importance of respecting Iraqis people’s demands in maintaining national sovereignty and ensuring security and stability.     Gulf Keystone Petroleum (GKP) has issued an operational and corporate update in advance of the Company’s full year 2019 results which are scheduled to be released on 26 March 2020. Operational Average gross production for 2019 of 32,883 barrels of oil per day (“bopd”), meeting original 2019 gross production guidance. Current production rates from the field at c.40,000 bopd. The side-track to the SH-9 well, designed to assess the gas reinjection potential of the Jurassic formation, reached total depth on 27 December 2019. The SH-9 well is currently being tested. GKP and its partner MOL will then review plans for gas management, in consultation with the Ministry of Natural Resources. In order to optimise the cost and production benefits from the drilling campaign, the sequence of wells will now be SH-L then SH-I, both of which will be drilled from the same pad and will produce into PF-2, which has available processing capacity. The rig is currently being mobilised to drill the SH-L production well. Full oil export from Shaikan via pipeline following commissioning of the PF-1 export line on 10 December 2019. Safety remains a core focus. However, following over 530 Lost Time Incident (“LTI”) free days, an LTI occurred in December as a result of a road traffic accident. Corporate Cash balance of $192 million as at 20 January 2020. The Company returned value to shareholders by paying dividends of $50 million in 2019 and to date repurchasing c.$35 million of shares out of $50 million in aggregate of share buyback programmes previously announced (with the Company today separately announcing its intention to complete the final $10 million tranche of such programmes). Ian Weatherdon joined the Company on 13 January as Chief Financial Officer and Executive Board member. Outlook With the continued development of the Shaikan Field, the Company expects to increase average production in 2020 by more than 30% year-on-year to 43,000-48,000 bopd. Debottlenecking and facility upgrades remain on schedule. On track to reach the 55,000 bopd gross production target at Shaikan in Q3 2020. Jon Ferrier, CEO, commented: “2019 saw GKP continue to realise the benefits of the Company’s recent turn around. In a year in which we returned significant value to shareholders, through both our maiden dividend and share buyback programmes, we also benefited from the increased operational tempo. This resulted in the first steps along the road to a significant production increase from Shaikan, and we are pleased to confirm today that we achieved our original 2019 gross production guidance. “Looking forward, the pace of the development of Shaikan continues with the drilling and investment in our facilities, in order to deliver our growth trajectory.     By John Lee. The head of Trade Bank of Iraq (TBI) has reportedly said that the bank would stop processing payments for Iranian gas imports if a US sanctions exemption expires next month. Faisal al-Haimus told AFP: “As a bank, the most important thing we have is that we are compliant (with international regulations). That’s why people trust us.” Iraq relies heavily on Iran to support its struggling electricity sector. When the United States imposed sanctions on Iran’s energy sector in 2018, it granted Iraq a series of temporary waivers to allow it to buy gas from Iran. More here.     spent a ton of time in 777s, no complaints there! I seem to remember you had a tri-star gif long ago when you posted. Nothing for us to worry about, just anything from that time was drawn up when that rate was in place. I may spend all of Feb. on this thing! Don't know when the first bi monthly BIS session will be but hey, they don't have many days to work with. ​$

    By John Lee. BP has reportedly finished its work at Iraq’s giant Kirkuk oilfield. According to Reuters, sources confirmed that the decision followed the expiration of its $100-million exploration contract at the end of December, at which point there was no agreement on the field’s expansion. It quotes a source at BP as saying: “In 2013, BP signed a letter of intent (LOI) with the North Oil Company of the Iraq Ministry of Oil to support field activity studies in Kirkuk. As planned, in December 2019 BP completed field work, studies and recommendations.” Another source said that the results of the study were “below expectations” and “not encouraging for BP to extend its operations.” Full report here.
