    By John Lee. Iraq has extended the deadline to bid for the construction and operation of a new 100,000-bpd Qayara refinery. The full statement from the Ministry of Oil is as follows: The ministry of oil would like to announce for the investment refinery in Ninawa governorate/ Qayara with a capacity of 100 thousand barrels / day. The execution is according to the methods of BOOT or BOO and according to the investment law of the refineries No.64 for the year 2007 and its amendments. The products of the refinery must be environment friendly according to the international standards. The tax breaks must be according to the investment law No.13 for the year 2006. In accordance with the second amendment of the investment law No.64 for the year 2007. The subtraction on the crude oil price over the ship is (8%) “The subtraction must be more than 5$ and less than 10$ of the global price”. The studies, planning and follow-up directorate in the ministry of oil have prepared the data portfolio of the refinery and the price of the data portfolio shall be (30) thousand dollars, or its equivalent in Iraqi Dinars “nonrefundable”. –* The closing date of selling data portfolios is at the end of the work hours of Tuesday the 15th of May 2018. –* The receipt of the documents from the companies whom would like to invest in the above mentioned refinery must be to the end of the work hours of Thursday the 14th of June 2018. The presentation of the documents will be to the Studies Planning & Follow-up Directorate directly in a closed envelop. Otherwise the documents will be rejected.     Well the renewed interest got my eye a few weeks ago, so I began looking here again to see if I could weed through the smoke and mirrors. Its been amazingly over 10 years now waiting for me as well. I see a few pumpers for an overnight RV still (business as usual) and a flurry of activity on the Warka web page. I have myself recently sent off work into the e-mail void for updated access and updated data from the ISX department, and I am not holding my breath on that. As it appears response time is a 50/50 chance or none at all, again business as usual. So what I see now is there is this general assembly meeting to occur TBD, and an upcoming nationwide general election May 12th I believe. This clown Malaki is in the wings running again, apparently he is still one of 3 or 4 current vice-presidents still? If he pulls off a win, then its all over, lights out, release the pigeons, and just might as well wallpaper the bathrooms with this stuff. Then on May 15th they all go into hibernation for this Ramadan hootenanny for 2 weeks. So based on all that............ I don't see much improvement after 10 years myself, and I decline to agree with the pumpers, nor would I even wager a estimate in this life time on any of this investment paying off. So to answer the question........... stay or go? Where can we go? Warka does not respond, you can dump what currency we may have on Ebay maybe, that's about all that any of us to do. Aside from just walking away, use it as a write off investment, or send paper work to the bank to pass down Probate data for next of kin, and hope it works out for them 30 years or so from now.

    Germany’s Siemens has won a contract to add 700 megawatts (MW) to the Rumaila Gas Power Plant, which currently has a power generation capacity of 1500 MW. Siemens will supply its highly-efficient SST-5000 steam turbines, ensuring the additional power supply comes at no extra fuel requirement while increasing the overall power plant efficiency to more than 50 percent by converting the facility into combined cycle mode. This upgrade delivered by Siemens equipment will supply around one million Iraqis with clean and efficient electricity Siemens was awarded the contract by Sinohydro, the Chinese state-owned hydropower engineering and construction company. The developer is KAR Electrical Power Production Trading FZE. Previously, Siemens had supplied five of its SGT5-4000F gas turbines to the plant, which was one of the first large-scale gas-fired facilities installed and commissioned in Iraq in 2013. UAE’s Minister of Culture has reportedly signed an agreement funding the rebuilding of Mosul’s famed al-Hadba minaret, which was destroyed by the Islamic State group (IS, ISIS, ISIL, Daesh) in the last weeks of the war. According to a report from Rudaw, Minister Noura al-Kaabi signed the agreement with Iraq’s Minister of Culture Firiyad Rawanduzi for the $50.4 million project in coordination with the UN’s heritage agency. “This is a historic partnership, the largest and unprecedented cooperation to rebuild cultural heritage in Iraq ever,” UNESCO Director General Audrey Azoulay stated, welcoming the agreement. I am pleased to be here, with you, today and take part in the announcement of building a new compound for the U.S. Consulate General in the Kurdistan Region. I applaud such a decision and see it as an important step.* I hope that the construction will be completed as planned and on schedule. The U.S Consulate General in Erbil is considered to be the first consulate to build its own compound in Erbil. This shows the United States’ trust in the promising future of the Kurdistan Region and it is a sign of the United States’ will for strengthening its relations with the Kurdistan Region on the basis of the diplomatic relations that it has with federal Iraq. Ladies and Gentlemen, The relations between the United States and the Kurdistan Region are not new, but they have been formed and strengthened over the years. After the uprising of the people of Kurdistan in 1991, the U.S. and other members of the international community had a major role in introducing a safe haven, which resulted in the protection of the people of the Kurdistan Region. During the overthrow of Baath regime and later in the fight against ISIS and their defeat, the U.S. continued to improve its relationships with the Kurdistan Region by supporting the stability of the region. Iraq’s*Ministry of Oil has announced final oil exports for March of 107,050,000 barrels, giving an average for the month of 3.453 million barrels per day (bpd), a slight increase from the 3.426 bpd exported in February. The exports were entirely from the southern terminals, through 39 international companies, with no exports registered from Kirkuk via Ceyhan.     I asked to buy shares in the upcoming subscription share sale as they will be in my good name and I figured if it helps them re-open quicker I'm all for it. I do believe the days of the 10.5% CD are gone. Maybe see 7% again but we'll see. I figure withdrawals/wire transfers, once they get the Corresponding Banks problem resolved, will have limits to prevent a mass exodus of funds. I'm hoping Warka gets their Mastercard licence back soon as that may be the best way to access our cash for awhile. Things are coming to a head though. General Assembly meeting coming soon and with it we'll see where things stand.

    At one time my stocks were wroth 36 million Dinar ...they sold me out for 3 Million Dinar :( ............. My shares in the stocks I owned did not go down that much !!! How could they do that ...??? 11 years here :( So Sad !!

    I'll be in the same boat. If mastercards or visa cards are linked to our accounts I will use it. Possibly move some money into a CD and use that yearly interest for different things. My majority of funds are in the ISX and I am with a different broker so I am hoping when I am ready to cash out it will be through a different bank. If cards are not tied to our Warka accounts then we will have to wait and see how Warka allows us to withdraw money. I asked once if Warka would transfer funds to BBOB then Karmal to add to my ISX and did not receive a reply. Looks like Warka will hang on to our funds for as long as they can.

    Hello Bob, hope you're well ! I only recently started checking back in on this site, seems that things may be moving, but I'll believe it when I see it. For me, as soon as Warka are functioning again, I will be gone so fast with all of my money, you won't see me for the trail of dust behind me. Iraq has no future, Oil has no long term future, the whole case for investment and payoff targets should have came to fruition 5 years ago, yet here we all are, funds frozen having gone nowhere in over a decade. Cant believe that anyone would consider staying. So many opportunities in this world, Iraq no longer one of them. All obviously in my VHHO !!

    Having read the threads on Warka, could be decisions will have to be made soon. Ie, Cash out? Stay invested? Or Combo? Personally If they get debit card sorted I would stay as long as interest rate stay higher than current country I am in (UK). Guessing I could get what is out there back in interest over 5-15 years and could serve as a buffer for retirement. EB

Would you be able to share info related on response times from Warka on this. Such as how long ago you sent this request, and how long it took to get a response like you mentioned you just received something back today directly from Mr. I.?

    Mike, I agree this is poor consideration for those who took the risk to invest so long ago in this bank and country. I may be in the same boat myself as there has been no response to my same questions and requests for ISX data. I assume you have recently received some correspondence or response from them on all this? and if so what email identity that responded to you? was it the 4044 address?

    I got a response from Mr Issa today that an internal transfer of IQD can be done from one warka clients account to another warka clients account. Warka Bank would need a transfer request form and a copy both persons ID's. I had asked if this was possible due to a personal financial problem and I need to get some cash in my US or Canadian bank account by the end of May. What I would like to do is transfer some IQD from my Warka account to your Warka account, then you transfer funds from your non-Warka bank to my US or Canadian bank account. Looking to transfer from $1k - $5k USD worth of IQD. I am more than willing to negotiate on the exchange rate if anyone is interested. If interested please send me a pm and we can email specifics.     4-21-2018 The Central Bank of Iraq refused on Saturday to distinguish between categories of banknotes, considering discrimination a legal violation. The Central Bank said in a statement received by Alsumaria News a copy of it, "Iraqi banknotes homogeneous in various categories and the power of absolute absolutism and are accepted by the Central Bank and its branches, banks, institutions and the public." "The distinction between categories by imposing a certain category on the public or refusing to accept a certain category is unacceptable and is contrary to law," the central bank said. The current Iraqi currency consists of seven categories: 250 dinars, 500 dinars, 1000 dinars, 5,000 dinars, 10,000 dinars, 25,000 dinars and 50,000 dinars, and the coins were withdrawn by the bank for non circulation by the public.
