Rayburn worked in Iraq as an intelligence officer before going on to becoming a senior military fellow at the National Defense University’s Institute for National Strategic Studies and the Hoover Institution Working Group on Islamism and the International Order. He can be followed on Twitter @joel_rayburn (https://twitter.com/joel_rayburn).
