Spokesman called the Kurdistan Alliance bloc Ferjad Roandozi, the Iraqi government to allay the fears of masses of Shiites to vote on the agreement with Washington in parliament, ruling out a referendum on the Convention.

Kurds have always done their own thing and I would be surprised if that ever changes. They are the true leaders of Iraq, IMHO.
