The Islamic State’s offensives in Anbar and Salahaddin began to trail off in the fourth week of April 2015. That was not before it was able to seize another army base in northern Anbar. IS also continued with a high rate of car bombings throughout the country. The government responded with concerted efforts to retake lost ground in the Ramadi and Thar Thar areas of Anbar, and the Baiji Refinery in Salahaddin. A sweep began through northern Diyala’s Qara Tapa as well in response to insurgent attacks there. The result was that casualties declined in Iraq from the previous two weeks.
