Iraq should give the Kurds their domain, refocus on their "superior" position in world economics. As of today...the world does not move without oil. Rebuild...and rebuild STRONG. Pass the hydrocarbon laws, bring in big business from every corner of the globe. Once that's done, their economy shift's to that of a trade center.

Upon that milestone, sanctions against the kurds would cease undercover deals, they would be forced to accept only their share, enforced by all major oil producing countries.
