U.S. Ambassador Zalmay Khalilzad and President Jalal Talabani, a Kurd, stood by Shiite leader Adbul-Aziz al-Hakim to make the announcement. They added that meetings would continue in a bid to overcome the deadlock over forming a new government.
Khalilzad said a permanent government needed to be in place quickly because of the continuing effort by "terrorists to provoke sectarian conflict. To deal with the need on an urgent basis (we must) form a government of national unity."
