The source said that "President Jalal Talabani arrived at noon today, to the province of Kirkuk to visit unannounced, and held upon his arrival in an expanded meeting of officials of the Patriotic Union of Kurdistan (PUK) in the province,"

noting that "Talabani discussed during the meeting a number of topics of political and economic concern the reality of the city of Kirkuk as well as other topics related to the Union."

The source, who asked not to be named, said "the issue of Kirkuk will be present at the table of discussions in addition to Article 140 of the Constitution, and restore the rights to their owners, and emphasis on the promotion of co-existence between the components of the province."

And formed a committee of Article 140 of the Constitution in 2006, headed by former Science Minister Raed Fahmi, and to oversee the normalization of the situation in Kirkuk and other disputed territories, and pay compensation to those affected.

Article 140 of the constitution on the normalization of the situation in the province of Kirkuk and disputed areas in other provinces Kninoy, Diyala, and set a time limit ended in the atheist and the thirtieth of December 2007 to implement all provisions in the said article of the action, also left for the people of those areas, freedom of self-determination both survival and independent administrative unit or attached to the Kurdistan Region of Iraq by organizing a referendum,

but the obstacles many have led to delay implementation of some essential items in the above-mentioned article, for reasons the politicians say the Kurds are politically motivated,

while Baghdad says the delay is deliberate, knowing that he had of the Ministerial Committee competent the application of article, that carried out some paragraphs, as compensation of those affected, have not been implemented in the most important of which is the referendum on the fate of the city.

The province of Kirkuk, 250 km north of the capital Baghdad, the Kurdish-majority and mixed population of Arabs, Turkmen, Christians and the Sabians, of the most disputed areas, while pushing Arabs and Turkmens towards demand management joint of the province, seeking Kurds to annex the territory of Iraqi Kurdistan, as well as Kirkuk is suffering from fragility of the security situation in the light of almost daily violence targeting foreign and local forces and civilians alike.

And supports the Kurds strongly the implementation of Article 140 of the Constitution, while showing a section of the Arabs and Turkmen in Kirkuk and other areas, an objection to implementation, for fear of the possibility of incorporating conservative oil-rich Kurdistan region of Iraq, after being accused of Kurdish parties to bring in hundreds of thousands of Kurdish population of the city to change the identity of the demographic, which was the previous regime, others may also bring hundreds of thousands of Arabs to it, in the seventies and eighties of the last century, under a policy of Arabization, which applied in these areas at the time.
