He added that "silence means the repeated abuses in violation of that Convention, as well as going back on the administration of political and moral obligations towards Iraq."

He said that "Iraqi forces still need more time to reach the required readiness," pointing to "the urgent need for Iraq to U.S. forces at this particular time."

Prime Minister Nuri al-Maliki said in more than a press statement that U.S. forces will withdraw completely by the end of the year 2011, under an agreement signed between Baghdad and Washington.
