Confirmed the Kurds support the plan of President Jalal Talabani re-demarcation of the border in the provinces covered by Article 140 of the Constitution, before the final withdrawal of U.S. troops from the country, while the government believed that the timing was not right to discuss or pass the project.

President Talabani submitted a draft law to the motion to re-demarcation of administrative boundaries of the provinces covered by Article 140 of the Constitution to return it to what it was before the change in the era of the former regime.

The Chancellor confirmed the Kurdish Prime Minister Adel Berwari told «life» that «the ideas proposed by the President of the Republic is not a violation of the constitution which stipulates the need to work Article 140 and solve the outstanding problems and the demarcation of provincial boundaries and disputed areas, and this is not a source of concern to any party or party».

He noted «that we Kurds are keen to implement this article and re-demarcation of areas withheld such as the withdrawal of U.S. troops that are still extended its control over large parts of those areas, in other words is the guarantee of security and to prevent any temptation if you apply this article, we can not predict what the situation will be in those areas after the withdrawal, and this is a good reason to pay President of the Republic to make a request to Parliament».

He added that «demarcation would be based on the geographical and demographic situation before the advent of the former regime, which is often in the composition of the populations of those areas from Kirkuk, Khanaqin, Sinjar, and down to the need to restore things to normal».

He added that «some of the Kurds so they can be suggested that the adoption of the census conducted by the Ministry of Planning for these areas and then re-examined in the demarcation of administrative boundaries and geographic data, according to statistics».

He pointed out that «Saddam's regime had been snatched from the five districts of Kirkuk province, including Tuz supposed to return to Kirkuk and the last shall be demarcated according to data».

Article 140, to normalize the situation in the province of Kirkuk and disputed areas in other provinces, such as Nineveh and Diyala before the subject of a referendum on accession to the Kurdistan Region or remain under the supervision of the central government.
