I can only see this as good news for Iraq and it's people after a British Energy Minister has told them what to do and how to do it....

Gas prices will rise.
Oil prices will rise.
Wind farms will be built all over Iraq, but only where there is no wind, you wont want them, and in places of architectural interest or on a farmers land.
Solar heating and light will be introduced which like us, will be told it works.
Advice will be given on how to keep warm in winter by saving energy, turn down your heating and put extra jumpers on, otherwise the price of fuel will rise....again.
Advice on how to keep cool in those long hot summers and save energy, turn of your air con otherwise the price of fuel will rise....again.
Advice will be given on how to light, heat, and cook when you have a power cut that lasts for weeks on end but is not the fault of the energy people.
You will be told to buy the new energy saving appliances, but because you bought so many of these the outdated power companies and lines cant cope with the extra demand.
You will be given an old age related amount of money to buy winter fuel with, but it will have to be reduced because you are using it.

A British Energy Minister...okay....been their done that!...next.
