On the CBI site the 1473 looks like a misprint, should be 1472 or 1471.

Not sure how you came to that conclusion but here's the link Exchange Rates (http://www.cbiraq.org/cbs6.htm)

If you look at the history link on the exchange page Pagan provided, you will see that the prices consistently flucuates, but it's nothing significant.
History Exchange Rates (http://www.cbiraq.org/C.B.I.%20FOREIGN%20EXCHANGE%20AUCTIONS.pdf)
First 6 pages of the PDF are 2004 rates
Pages 7 through 14 are 2005
The rest are 2006.

If you look under US Dollar on the link you provided you will see:
Selling price US Dollar 1472.000
Buying price US Dollar 1471.264
neither of which rounds to 1473.
Am I missing something?

When you hit the link, look at the data at the top. That's the exchange rate.
Auction price selling dinar / US $ 1473
Amount sold at auction price (US $) 44.875.000
Cash amounts sold to the bank and its customers were USD(23.545.000) at a rate of(1473+1+10=1484)IQD\USD .
The amount sold to make transfers abroad was USD (21.330.000) at a rate of (1473-2)+ one dinar as a bank fee and exempt the transferred amount from conversion fee.
Not sure why the numbers on the table below the exchange rate are what they are. The typo you are referring to may be in that table then.
CBI. You are breaking my heart.
