I'm sure the smaller banks will find foreign friends to help them raise capital,and alot of the small companies they are talking about are not ISX traded companies.Some companies on the ISX will buy up some of the small guys or merge with them,they are in a good position to expand.That is why most ISX traded companies have increased stock amounts to raise capital to expand.Just my take on it.
