This article sheds some light on the delay in getting bills passed. Interesting comment on HCL (below).

Maybe they have read all the naysayers, saying it will be long term so they (Iraqi's) figure they have plenty of time. :lmao:

More and more Americans die in Iraq, and the Iraqi Government is still stuck on the Letter A........Time for them to get it together, Bush needs to put them in there place.....

Probably because the article says they get paid $120,000 a year whether they show up or not. Not too shabby, eh?
