In Baghdad, parliament failed to reconvene as scheduled after only about two dozen of the 275 lawmakers showed up. Political leaders claim that talks between various parties kept the deputies away.
But it was seen as another sign of political stagnation when key issues are facing the parliament, including a proposed law to divide Iraq's oil revenue among its three main groups: Sunnis, Shiites and the northern Kurds.

Iraqi members of parliament held an unofficial "consultative" session Tuesday after failing to reach the required number of members in attendance to begin official business, Aswat al-Iraq reports in Arabic. MP Dr. Nada al-Sudani told Aswat al-Iraq that the members present discussed only "the mechanisms of our work in Parliament," rather than legislative matters.
The Parliament will try to hold its next official session next Monday, another MP told the news agency. Assuming a quorum will be achieved, Parliament's next formal meeting will open an official legislative session.
The session is expected to be "heated," according to one MP, who mentioned including the oil sector law, which has been approved by the cabinet and now is up for parliamentary consideration, and the review of the de-Ba'thification law, as two contentious legislative matters up for discussion.
MP Abbas al-Bayati also told the news agency that the parliament will take up issues of privatization of university scholarships, and compensation for victims of terrorism.
