Thanks kiko. Question is will they pass the HCL and debaath before end of this month and announce as a package......
The Iraqi government reached to resolve differences over Kurdistan oil tanker loading Iraqi oil at Mina al-Bakr (French) spokesman said the Iraqi Ministry of Oil that the Iraqi government has reached to resolve differences on the sharing of oil wealth with local authorities in Kurdistan which differences impeded progress towards the implementation of the draft law of Iraqi oil.
Assem Jihad said that the project to the Parliament, which is expected to be discussed in the next few days. Jihad refused to disclose details of the agreement, but pointed out that the lengthy discussions took place before reached. And did not disclose the date of the agreement reached, but he pointed out that Parliament had entered some amendments to it. The draft agreement, which is necessary to regulate the distribution of oil wealth among the different communities in Iraq has won the approval of the Iraqi government last February, but faced opposition Kurds who control the oil fields in the Kirkuk region. The majority of Iraq's oil reserves - which amounts to more than 112 billion barrels of Kirkuk in the north - and south Iraq.

Hey Ya Mate, I seem to remember articles saying they thought if it got to Parliament it would go through fairly easily. It was getting it there that was the hard part.

Morning mate. The Kurds were the ones that delayed it to do with Revenue Sharing. They were getting a raw deal and rightfully so renegotiated to get a better deal. Now they are happy according to reports/articles in theory it SHOULD go through fairly quickly. IMO we should have this and debaath passed by mid July at the latest. :happy26:

IMO a reval will follow these laws being passed with the Constitution and debt forgiveness. Debt is still a major issue but the 3 biggy's should forgive once the laws are done. Cannot see there being no increase in value once the HCL and FIL are both fully enacted and the doors are open. The programme rate has to end at some point. With everything up and running there will be no need for an artificial programme rate.

There’s a lot of talk lately about the HCL triggering a revalue of the dinar. I just don’t see it. The dinar is valued where it is today because the money supply is at 23 trillion and their currency reserves are at $21 billion. The HCL will not effect either of those numbers. In fact it could be seen as detrimental. Currently all money from oil sales go to the government… who allocate it as desired… some to the budget, some to currency reserves. The HCL will dedicate oil revenues… large amounts to oil companies and large amounts back to the local area governments. So their will be less money available to add to currency reserves.
What the HCL will do is tremendously expand Iraqs oil business. It will create many Jobs. The more jobs created the higher salaries go, higher salaries mean more spending which will lead to more jobs, higher salaries, more spending, more jobs, higher salaries…. In other words a growing economy. It takes time… lot’s of time.
HCL…. Could be great for the economy… but I don’t see any impact to exchange rate.

That being the case they will have to print out a WHOLE load more dinar to pay workers when they dedollarize. This what you envisage happening or are you going down the lop reprint route?
Do you truely believe Iraq with the second biggest wealth of oil in the world want to continue under a programme pathetic rate whilst their neighbours have strong and powerful currencies? Shabibi stated as much, he wants the dinar to be strong and powerful again, (see my signature). Zubaidi has stated he wants the dinar to be on par with the dollar and level with neighbouring countries.
Your assumption suggests they will FOREVER be under a programme rate. Why on earth would they do that once they are stabilised and the money is pouring in.

For those who may have missed it before.
Iraq are still under a programme rate.........The rate on their books is $3.22, FACT. This is the rate they have discussed returning to within 3 years.
There is only one way they can get to your $3.22 with 23 trillion M2 and that JP's last option plan. It will never pass IMF
Landmark Framework for IMF Surveillance (http://imf.org/external/pubs/ft/survey/so/2007/POL0621B.htm)

To reinforce the IMF's ability to head off risks to international monetary and financial stability, the Executive Board has adopted a landmark decision providing updated guidelines for the Fund's monitoring of national economies—a process known as surveillance—with a special focus on exchange rate policies. To me it seems like the VALIDITY of the 23 trillion M2 figure is skeptical...at least in my mind! Sure many people fling the number around, but I would like ANYONE to provide hard proof that the number is FACTUAL. Oh yes, here it is, printed somewhere on some document that is supposedly 100% legit. I don't have the link, but it reads something like the GoI and Central Bank so much as admit that they have clearance to make up whatever numbers they want to influence speculation. Indeed there are some that buy it hook, line and sinker (see above)! Tell me...would the nations responsible for the liberation of Iraq have done so with some lame plan that would take years upon years for recovery? Maybe 50 years ago! Not in this microwave society that we now live in..IMO. ;)

Do you think that China, Russia, et. al. will help with the security issue once these laws get passed?
Without good security, my guess is that investments will be slow. BUT, if the road is paved for investment, then maybe China, Russia and other sideliners will roll up their sleeves and help us flush the tank.
I do not think that other players will be as concerned with the snivel rights of "insurgents" as we are and thus al Qaeda will really be shown what it's all about. I recall in an Army officer class hearing about how Russia dealt with an Islamic extremist group. The Russian tactics were effective, but gruesome. I imagine that the Chinese will conduct business in a similar manner.
Anyone got any ideas along this line?

Adster, won't the RV happen in September.. thats when the program rate expries per IMF... so even if they pass the HCL, Debaath, Article 140 and ISX goes electronic and allows foreigner investors.. we do have to wait until Sepetmeber

1) We go by what facts we have
2) IMO that's the smartest thing you said
3) Wheres your proof they are not true
4) Of course not
5) Yep that's what transparency is all about. Lie to all the countries involved in the ICI and the countries in the Paris Club that forgave their debt.
6) And you think all plan work out the way every one wants them to. And it would have been a mistake if we had Loped their currency so the start figure of 4+ trillion was a lie as well.
7) After 4 major wars yep
8) This microwave society can't rebuild and modernize a third world country overnight So whats that got to do with it.
