Parliament discusses three important laws next week

The parliament will start next week the discussions of three important legislations include laws of oil, gas, justice, questioning and provinces' management.
The MPs Hassan al-Sinyeed for United Iraqi Alliance said: the next week will witness the starting of reading laws of oil, gas, questioning, justices and provinces' management.

Kurdish government approves draft oil, gas law


Iraqi Kurdistan's region's prime minister, Negervan al-Barazani, said on Monday that he sent a message to the federal government in Baghdad containing his government's approval of the draft oil and gas law.
Speaking at a press conference in Arbil, he said, "I sent a message to Iraqi Prime Minister Nouri al-Maliki to update him on our approval of the proposed draft law and we will wait to have it sent to the parliament."


The draft oil and gas law for the management of oil resources is considered one of the most controversial issues in Iraq, and there are differences among political blocs on the law regarding the equitable distribution of revenue.


The law, if approved by parliament, will give Iraqi and foreign investors the right to set up establishments and oil refineries and use them for 50 years.
Most of Iraq's known oil reserves are located in the Shia-dominated south and the Kurdish north.


Iraq sits on the world's third-largest oil reserves and officials have sought, since last year, to finalize the draft law.


The law is vital for attracting foreign investment to Iraq, to boost its oil output and rebuild its economy.


Recent disputes have arisen after Iraq’s oil ministry warned regions in late April against signing contracts until the law was passed.


The Kurdistan regional government has signed several agreements with foreign companies.


Meanwhile, the prime minister of the Kurdistan region commented on the recent Anfal rulings by saying "We are glad of these rulings."


He denied any Kurdish demands to accelerate the executions or to have them carried out in Kurdistan.


Iraq's Supreme Court on Sunday sentenced Ali Hassan al-Majid, also known as Chemical Ali, former Iraqi defense minister Sultan Hashim and former military official Hussein Rashid al-Tikriti to death.


The court found the cousin of former Iraqi president Saddam Hussein, Hashim and Tikriti guilty of committing crimes against humanity in the 1980s genocide of Kurds, known as Operation Anfal.


The court also sentenced former Iraqi intelligence official Farhan Motlak al-Juburi and military intelligence chief Saber Abdul-Aziz al-Dori to life in prison, wrapping up the Anfal case that took about 60 sessions to reach the verdicts.


Court president, Judge Mohammed Oraibi al-Khalifa, also found defendant Taher Tawfiq al-Aani, the former governor of Ninawa, not guilty due to insufficient evidence of his involvement in Operation Anfal.


Anfal was an anti-Kurdish campaign found to be led by the former regime between 1986 and 1989, which involved a series of military campaigns against the Kurdish Peshmerga fighters and the mostly Kurdish civilian population of southern Kurdistan.


Independent sources estimate that there were 50,000 to more than 100,000 deaths in the campaign, in which chemical weapons were used, while Kurds claim about 182,000 people were killed.


The Supreme Court in Iraq has been overseeing the case of the Anfal (or Spoils of War, taken from Surat al-Anfal in the Qur'an) campaign.

Thanks for the post,Outside a few delays I like what I'm reading and hearing. With the Kurd's in line everything can snow ball from here. Keep it coming!! Lets look at this. For all intence and purposes, they have already agreed on the laws that are country changing. Now take into consideration yesterdays bombing. Some of the good guys died, and an announcement was SUPPOSED to happen. The move right now is to secure the parliment. Thats done by saying that they will not meet until next week. Things have already been agreed on in a round about way. Parliment was just one more legal step that has to be made or has already been made. (VERY POSSIBLE)

Just think about it. With that going on, and the U.S. saying "GET IT DONE, or so help me, :mad: YOU WILL BE!!" they dont want to screw it up :eek: , yeah I know what you're saying, but with all the moves they have made this far, to screw up here would be unforgivable. Not at the 11th hour, not now.

Someone told Maliki to hold off on his announcment. The bombing MIGHT have had something to do with it, but they have had that kind of thing going for the longest, and they STILL go to (I am using the term loosly)work. One more bomb would not cause the dayshift to pack up and go home for the WEEK.....c'mom.

I THINK for security purposes, they HAVE to keep the people away because by friday, I THINK Mr. Man Maliki is going to make his announcement. Now what it will be, can only be good news for us....

Maybe not IT but good nonetheless....

Your whole post makes sense Shau. But did I miss a news release about the GoI making an "announcement?"

As for the bombing and securing Parliament, it sounds like they believe they have a traitor in their midst.

I think it is a trick to throw off the bad guys , so they won't be able to bomb them if they don't know when and where it is happening.
Why announce the true date and where when they know there the target? JMO

They KNOW of the traitor. They are playing him against his supporters to route out the real culprate, and bring them down. The U.S. wants them. And the Parliment are the bait. As U.S. citizens, we must first understand that we have made political murders in south american countries to move a government that we found less than desirable. We have no problems with using the slow butts in parliment as pawns in the context that I have explained earlier. We are talking about the security of the U.S. and re-cementing a weakening foothold as the planets most powerful country, militarily and economicly. China is getting too close, but thats another thread.

Maliki has a few trips to make. I think he will need to be out of Iraq to make this announcment for securities sake, say in london. Wait am inute, doesnt he have a trip there or to Dubai pretty soon? :eek: ....;)

To US yes, we cant decifer their plans. To them, thats exactly where they want US to be. Confused. Things HAVE to happen. No two ways about it.Some times, this stuff is pretty fun to watch and call as it goes.

He just so HAPPENS to be in London (planned trip, no biggie) right after he postpones a MAJOR announcement as a hotel was bombed (bombs go off everyday over there, this changes nothing, but MORE SECURE LOCATION AGAINST REPRISALS)

The bankers meeting on the 26th and 27th in the same place (ART IV ANYONE?! Beauler ... Beauler...?)

Lets see what C.O.B. friday had for us in England. Hey british ladies and Gents, and Adster :D Give us the skinney when you hear anything?

Here is another thought for you, they printed up their schedule, announced who would be there, disclosed the topic of the meetings,
disclosed location. IMHO, the terrorists are in London as well as the USA
would it not have made more sense to JUST DO IT ALREADY

Ah yes, I remember it. It was postponed too I believe, but the point is well taken, MAJOR news will be announced.

And your right, in September there is a big meeting in Dubia too.

As for China, I believe the Chinese-Russian Alliance should be of MAJOR concern to the West...and it is very under reported.

No doubt about that, I'm hoping that the current and future administration realize what a mistake it would be to allow China unfettered access to Iraq's Oil
