hey look at this. niles going back on his word and posting a maliki quote about the HCL again. ok ok yes maybe it is looking good for the HCL tomorrow... i give in ;)

Proposed oil law referred to Iraqi parliament for ratification-PM








Baghdad, Jul 3, (VOI)- Iraq's Prime Minister Nouri al-Maliki said on Tuesday that the postwar first draft hydrocarbon law was ratified by his government and was send to the parliament for discussion
"The Council of Ministers discussed and unanimously ratified, today, the most delicate and significant law for the present and future Iraq, i.e., the oil and gas law and it was referred for the parliament to make a first reading of it in tomorrow's session," Maliki told a news conference in Baghdad on Tuesday.
The Iraqi Premier also said "the cabinet made the first reading of the revenue-sharing draft law and making some amendments to it."
The government decided to hold an extraordinary session to re-discuss and vote on the revenue-sharing draft law on Thursday, the Prime Minister noted.
The oil and gas as well as the revenue-sharing laws are among four draft laws the Iraqi government is expected to send to the parliament before the end of July when the parliament's recess would start.
The local councils law and ending a ban on the former Bathists to assume public jobs and posts are the two remaining laws out of a package pressed by the U.S. administration on the Iraqi government to pass before the parliament would go in a recess.
"The current week will witness the reading and discussion of draft laws on amending the debathification law (a ban on former Bathists to assume public jobs and posts)
and the local councils elections law," Maliki told reporters.
The Prime Minister called upon political entities taking part in the political process to honor their obligations vis-à-vis the political program they had already agreed upon well in advance as its implementation would serve the partis' and Iraq's interests.
Maliki also said that the ministers from the Sunni Iraqi Accordance Front were not present at the meeting where the vote on the oil and gas draft law was made.
"We were preparing for this law for months and the Accordance Front was present at all the meetings on the law. The Front was absent from today's meeting but the quorum was met and the law was unanimously ratified," Maliki added.!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! !!!!!!!!!!!!!!!!!
The Iraqi Accordance Front, 44 seats of a total of 275-member-parliament, had suspended it membership at the House and the government following an arrest warrant issued against one of its members on alleged charges of killing two sons of the secular Nation party leader Mithal al-Allousi.
Asked if the parliament would pass the oil and gas draft into law, Maliki replied "there is no real problem that would impede passing the law at parliament as it came in harmony with much of our expectations."
"It is a law that will serve all the communities and sects of the Iraqi people," the Iraqi Prime Minister concluded.
Earlier on Tuesday, the state-run al-Iraqiya satellite television said that the Iraqi government has approved the oil law and will send it to parliament for ratification.
The television quoted the official spokesman for the Iraqi government, Ali al-Dabbagh, as saying that the oil law was approved after some amendments from the Iraqi government.
The channel did not add further details.
An official source from the oil ministry said last month that an agreement was reached between the federal government in Baghdad and Kurdish officials regarding the controversial issues in the draft law.
The cabinet approved a draft oil law last February but faced fierce opposition from Iraqi Kurds.
The draft oil and gas law for the management of oil resources has been considered one of the most controversial issues in Iraq, and there are differences among political blocs on the law, concerning the equitable distribution of revenue.
The law, if approved by the parliament, will give Iraqi and foreign investors the right to set up establishments and oil refineries and use them for 50 years.
Most of Iraq's known oil reserves are located in the Shiite-dominated south and the Kurdish north.
Iraq sits on the world's third-largest oil reserves and officials have sought, since last year, to finalize the draft.
The law is vital for attracting foreign investment to Iraq, to boost its oil output and rebuild its economy.
Recent disputes have arisen after Iraq’s oil ministry warned regions in late April against signing contracts until the law was passed.
The Kurdistan regional government has signed several agreements with foreign companies.

I think it's very significant that they can pass laws without the Sunnis Accord Front. They have blocked a few proceedings before.

The Sunnis do not like the Oil Sharing aspect of the HCL because it distributes the oil wealth according to a particular groups percentage of population. They are a minority who is used to receiving a majority of windfalls and privileges. They cannot get used to the fact they are only 20% of the population and will receive consideration as such.

ye this is good news if they go through with it. the news tomorrow should be interesting.
im selling 50% of my dinar in 2 weeks. i was going to have to sell it to pay a credit card off, but the interest on it is so small its not worth worrying about. so instead of selling half to pay for the CC i decided that im going to buy something that ive been holding off on for the last 9 months as the money was wrapped up in dinars. soooo alll i hope happens within these 2 weeks is they either:
1. do a reval..
2. do nothing lol

i dont want to get so close to selling it for them to pass all the laws etc and then do the dreaded 3 letter "L" word, or a reprint...

so please mr maliki, all or nothing in the next 2 weeks!

Whatever it is you'll be able to buy plenty of post rv. Your shout but risky to offload now unless needs must, ie bills etc....

This is big... REAL BIG.. but i remember when these article said the same thing except the FIL.... once it was passed it had to go to parliament.. then they had to be signed off. it took months from the initial passing of the law... but then again its all up to them... the US is pressuring them to get this done... after all this is the OIL LAW... a key ECONOMIC BENCHMARK FOR THE WORLD TO SEE THAT IRAQIS CAN AGREE ON SOMETHING...

REAL BIG.. but i remember when these article said the same thing except the FIL.... once it was passed it had to go to parliament.. then they had to be signed off. it took months from the initial passing of the law... but then again its all up to them... the US is pressuring them to get this done... after all this is the OIL LAW... a key ECONOMIC BENCHMARK FOR THE WORLD TO SEE THAT IRAQIS CAN AGREE ON SOMETHING...

Parliament yes mate, then it goes to Tally to sign off/rubber stamp, then it becomes official once in the gazette. With the Fil it took 10 days to be reach the gazette after parliament passed it. Expect parliament to pass it within the next 10 days IMO tops.

Nile i believe that Adster is right... I think it is parliament... but the FIL was passed months ago.. still no enactment... we will see how the OIL laws pans out tho... i think they wanted it like this... FIL and HCL same time... and not to add electronic trading... debath laws... Iraqi Peace in the making.. i cant wait..

BAGHDAD, Iraq (AP) -- The Iraqi Cabinet on Tuesday signed off on a revised bill to share the country's oil wealth and sent it to parliament -- a major step in reaching a long-delayed benchmark sought by the U.S. to promote reconciliation between Iraq's Sunnis and Shiites.

American officials are hoping that passage of the oil bill will help rally Sunni support for the government and the political process and reduce backing for the insurgents.

Prime Minister Nuri al-Maliki announced that his Cabinet had unanimously approved the oil draft and that the parliament would begin discussing it the following day. He called the bill "the most important law in Iraq."

The Cabinet endorsed one version of the legislation last February. But the Kurds protested that that measure was unconstitutional because it gave too much power to a yet-to-be-established national oil company in managing the country's oilfields.

Only 24 of the Cabinet's 37 members were present for Tuesday's vote because of boycotts by ministers from the Sunni Iraqi Accordance Front and the Shiite bloc loyal to anti-American cleric Muqtada al-Sadr. Both groups have separate political disputes with al-Maliki.

Nevertheless, government officials expressed confidence that parliament would approve the measure.

The bill would regulate Iraq's vast oil industry and provide a formula for distributing revenues among the 18 provinces. Iraq's proven oil reserves have been estimated at 115 billion barrels or more -- second largest in OPEC after Saudi Arabia.

The issue of oil distribution is a top concern of Iraq's Sunni Arab minority, which is centered in regions of the country with few proven reserves. Most of Iraq's known reserves lie in the Kurdish north and the Shiite south. Sunnis feared the Shiites and Kurds -- who now dominate the government -- would monopolize profits from the industry.

U.S. officials are hoping that passage of an oil bill will help rally Sunni support for the government and the political process and reduce backing for insurgents.

If parliament approves the bill, it would be the first of a series of benchmark laws to be enacted. The Iraqis pledged to meet the benchmarks by the end of last year but failed due to political haggling and the security crisis.

President Bush has pressed al-Maliki to take a series of other political steps -- opening jobs to Sunnis who supported Saddam Hussein, amending the constitution to satisfy Sunni aspirations and holding local elections -- aimed at bringing Sunni Arabs into the political process.

Government spokesman Ali Al-Dabbagh said the Cabinet could take up a draft bill on restoring government jobs to many former Hussein loyalists on Thursday.

With support for the war at an all-time low in the United States, those measures would also help convince the U.S. public and Congress that Iraqi leaders are doing what is needed to halt the violence.

Bush ordered 28,000 more U.S. troops to Iraq this year to try to tamp down on the violence and encourage the Iraqis to reach political agreements among Shiites, Sunnis and Kurds.

Reason 1. A bill must be read three times before a vote.

Reason 2. Only HALF of the HCL has been sent to Parliment.

Wouldn't that be nice to pass the HCL tomorrow. An with the Bush's meeting with Putin in Maine right now what might they be discussing? Maybe, maybe debt relief for Iraq?? Who knows. Last I read Russia was still holding out on the debt forgiveness could be some deals taking place. We (USA) rethinks the missle defense system and in return Russia rethinks forgiving debt? Long stretch but after reading on this forum for the last 18 months I am ready!
