i think it just says there a high possibilty that parliament will pass the oil law. ie not done yet but looking good..

In each article that we read, we need to consider the source. All of the articles stating that the law would not and could not reach quorum and that it would be delayed (again) were by one group or another that is currently boycotting parliament. This is no different than Dingy Harry Reid out there saying every other week how "we have lost the war in Iraq" and that "this is a lost cause". Meanwhile, Maliki and his cohorts are continually saying "a few more days! Almost theeeeere...!" This is just to cover their as best as they can since they missed the June 30th deadline.

The truth is probably somewhere in between. But the 15th report coupled with the recent stories of numerous parliament blocs that promised to come back to parliament to vote on the HCL bodes very well for us indeed. One things for sure, this week is going to have some HOT news!

I believe and have for some time, that the HCL has been passed. I believe they are setting up security and putting ALL other "ducks in a row" which are dependent on the HCL. Goverment officials will definitely need cover, as will the interests positively impacted by it's passing.

Once all corresponding actions are ready, they will announce the passing of the HCL. It's done...I tell you it's been done for at least 2 weeks.

BTW there IS a ton of drilling and other things going on in Iraq right now....especially in Kurdland. Lots of activity which was supposed to be on hold until after the passage of the HCL. Guess this is a rumor, since I have no link, but people there are saying this IS going on right now.
