Parliament makes final reading of regions bill-MP

The Iraqi parliament on Sunday made a final reading of the regions bill and also annulled a number of enactments by the defunct Revolutionary Command Council, particularly resolutions contradicting with human rights, a parliamentarian said.


"Today’s session achieved quorum, as more than the required number of members were present," legislator Sami al-Askari, from the Shiite Unified Iraqi Coalition, told the independent news agency Voices of Iraq (VOI).
The lawmaker added "Monday's session is expected to continue discussing regions bill."


Iraqi Parliament failed during the past two weeks in holding sessions, due to that 85 MPs boycotted the parliament sessions and for different reasons.
The total number of Iraqi Parliament’s members is 275; quorum requires the presence of 139 MPs.


On oil and gas draft law, al-Askari added that Parliament had received the draft, and it is now in the hand of the parliament's Oil and Gas Committee and he expected that discussions on it would start next week.
The oil and gas draft law faces strong opposition from some political forces and parliamentary formations, which see it as a threat to the country’s oil wealth.


As regards replacing the House Speaker Mahmoud al-Mashhdani, al-Askari said that there were continued discussions among heads of parliamentary blocs and political leaders on the crisis of replacing the Speaker of Parliament Mahmoud al-Mashhadani.


Al-Askari expressed belief that the next few days will witness a breakthrough in this crisis, on the basis that members of Tawafuq (Accordance) Front realized that other parliamentary blocs insisted that Mashhadani be replaced with another Tawafuq member.


Tawafuq Front has been boycotting Parliament sessions since blocs at parliament demanded that Mashhadani should step down, on the background of accusations that his guards assaulted a Unified Iraqi Coalition MP. AlTawafuq of which Mashhadani is a member, says that investigations into the incident have proved that the Speaker of Parliament is not connected to it.

I'm no math wizard but, 275-85=190. It would seem that 190 is a larger number than 139. They did have a quorum and still did not get the job done. More smoke?

That was my first thought too but I reread it and I think the part "and for different reasons" means that 85 boycotted but others didn't show for "different reasons". All combined = no quorum
