Here's how I see the game plan of the Goats of Iraq. The whole world knows that the target for forward movement is 80% debt forgiveness. With ongoing haggling the goats hold tight to their position that they will not reval or pass major laws UNTIL the debt is forgiven and they have the upper hand. This includes no access to oil fields and no investments until they get their way. Their attitude is they don't care since they get all the revenue currently being generated by oil sales. The longer they hold out the more cash they get. Their excuse is they need the cash in case countries don't fogive debt. In the end if things deteriorate further they think they can simply take the cash and run. What they don't get is there's no place for them to run to except maybe Venezuela. The game is just about over for them because the whole world is ante-ing up to see their cards. :shhh:
