I just noticed this - not the same as the refinery law yesterday - are we done??

Was that link there when he originally made the post? If so, I missed it. I read to the question asking if anyone could get into Nina and went over and typed what I figured would get me to the site.

I had the article on my other computer...but it gave me the blue screen of death:mad: . The law is not the one we are waiting for. If My memory serves me it is a smaller version that opens the door for the bigger one. In it were allowances for out of country refining of oil as well as making it possible for the Iraqi government to step out of oil production to allow the private sector to take over in the future...ie HCL.
If I can recover my system I will post the link that had the information.:rolleyes:
This is the same thing. "Investment Law" is the key phrase here. Plus, do you really think they could pass more than one law in a week? I think not. You give them too much credit. Thanks for the post though. JCAV

I hate to be the bearer of bad news, but I opened the link and do not see any headline confirming the passage of the Hydro Carbon Law.
I saw Talabani congratualting the soccer team and the increase in the Dinar exchange rate of 1248/1. Thats it, no HCL.

Yesterday had the passing of the "refinery law" (NINA) - this is different - this is the "crude oil law" which was passed today.
May or may not be the HCL - just trying to clarify.

Please keep in mind that are four major laws that will comprise the whole of the HCL. We now have no less then two of these laws passed! What the Iraqi are battling about is the control of the actual oil reserves. From what I read, I two think they are getting the raw end of the deal. If I was them I would just simply setup a competion between private and public sectors, spliting the ball of wax down the middle. Review after five years on which one produced the best results by selected criteria and adjust the law accordingly!! What is so hard about that?
