Baghdad, Jul 29, (VOI)- Iraqi parliament passed on Sunday several bills into laws in the session that chaired by Deputy Speaker Khalid al-Attiyah.
Iraqi lawmakers in Sunday's session ratified the Japanese loan agreement with Iraq allocated for carrying out various projects in provinces other than Baghdad.
In April, Tokyo said it would provide 102.8bn yen ($862m; £437m) in loans to repair Iraqi oil pipelines, export facilities and power supply infrastructure.
A further 57.7bn yen for water and electricity projects was also agreed during a visit paid by the Iraqi Prime Minister Nouri al-Maliki to Japan.
The parliamentarians also ratified an agreement with the World Bank's International Development Association to rebuild Ducan and Darbindikhan power stations in northern Iraq.
The legislators also ratified other agreements signed with the World Bank's International Development Association to rebuild Iraq in fields of electricity, roads and education.
Today's session also witnessed the adoption of a law to replace the resigned, relieved and diseased members of parliament. The law stipulates that "the MP is deemed resigned if he was absent with no excuse from a third of the parliament's legislative term sessions (20 out of a total of 60)."
Finally, you don't show up for work and you are fired! They should have done this a long time ago!

As we have expected, New Laws Passed before Vaca. I bet their is more to this than we think.........

Have they passed the HCL law yet...really? as I tried to reconcile all the news about it...I have stumbled on the law of refinery and here it is.

BAGHDAD - Iraq’s parliament on Tuesday approved a draft law that opens the way for foreign companies to build and operate oil refineries in the country.
According to the law, regional governments and provincial authorities will be able to deal individually with foreign companies, sign contracts and award licences for the construction of refineries.
The Law on Investing and Refining Crude Oil is separate from a draft hydrocarbons law that will govern overall exploration and production and which is seen as crucial to bridging the deep sectarian divide in Iraq.
The draft hydrocarbon law has been submitted to parliament but has yet to be debated by the full legislature. Iraqi television showed parliamentarians approving the refining law.
The Iraqi Oil Ministry should supply crude oil to the investing companies according to export price of Iraqi crude, minus the cost of moving the oil to the nearest delivery point to the refinery and a one percent discount, the laws says.
Investing companies have the right to set the prices of refined oil, the law says, and sell the refined oil both within Iraq and externally.
Investing companies will be able to use Iraqi storage, port and pipeline facilities for export, according to contracts to be signed by the two parties.
Can someone assume another delay in Rving this coming week if one of the major benchmark is not in place.What do you think?

Personally I believe that they have passed all the laws.... But we will see
