I have seen it before. If you select the "details of auctions" button at the bottom, you will notice there have been 21 auctions. The oldest one listed on their table is auction 15, dating back to February, 2005.

It's just another one of those "key indicators" we've been talking about. Increase cash, decrease debt, defeat murderers, grow economy...... Cash in dinar :p
