Good answer DD being that no Foreigners are able to...since they were introduced ....
They may be available to be purchased when the ISX is available to foreigners

Hey Bryan...thanks for posting the link. I thought I would give the ol' Iraqi Treasury Bill section some action since it has been sitting here all alone with no one talking to it. Let's keep it alive Bryan :D
