I need help buying Restricted Currencies.

I would like to buy foreign currencies which are Restricted but have promise. Does anyone know how a person would go about picking up currencies from another country short of going there in person? Can a person establish a bank account by mail in such a country or is it even legal to do so? Please advise. Thanks in advance.

There's always a black market somewhere. Which restricted currencies are thinking about? Stuff not on the typical forex accounts Im guessing. We've found websites of banks offering accounts to foreigners in places like Uzbekistan. Search for a website and use an international calling card?
