Rice Predicts No Breakthrough on Iraq Debt

BRUSSELS, Belgium - An international conference on Iraq's reconstruction will not yield promises to cancel the nation's huge debts, Secretary of State Condoleezza Rice said Tuesday.

Rice is co-chairing the conference Wednesday with European and Iraqi leaders. She spoke to reporters aboard her flight from the Middle East to the session in Brussels.

The conference of about 80 nations is intended to match the practical needs of the new Iraqi government with international donations of expertise and other support.

"I really do think it helps us to turn a new page with the Iraqis, who have now demonstrated that they see their future on this political course, on a new economic course," despite continued violence, she said.

In Riyadh on Monday, Rice held up Iraq as an example of democracy in the making.

"In Iraq, millions of citizens are refusing to surrender to terror their dream of freedom and democracy," Rice said Monday
