Need for joint action, openness before opposition - Iraqi parliament

speaker By Mohammad Al-Ghazzi (With photos) BAGHDAD, July 24 (KUNA) -- There are no real signs the government is opening up for the opposition and different political parties in the state and this centralized approach to state management poses considerable threat and prolongs foreign military presence in Iraq, Parliament Speaker Hajim Al-Hassani told KUNA in an interview.

The figure noted there are numerous loose ends here and factors sowing seeds of discord, particularly the repeated and unjustified use of the term "civil war".

Closer coordination among all authorities and improving performance in all bodies and parties would help along rather than impede de-centralization and separation of authority in a better-administered Iraq, he said.

The figure noted that article 25 of the Transitional Administrative Law indicates the four bodies of the federal government, these being the National Congress, the Presidency Council, the Cabinet and Premier, and the legal authority, are to co-draft the state's foreign policy. They are also to work together to settle issues of diplomatic representation, signing of agreements and international accords, and Iraq's economic and trade and loan policies.
