Nice Find DejaVu!- I am wondering since this article is dated Aug 1st & they are claiming that the announcement about whether they are filing an extension will be made "by the end of day today" - I assume that we'll know for sure if all is going to proceed without an extension in about 8 hours or so?
Does this make sense to you all-

"The Americans are very good at fast food. It seems they also want a fast constitution."

If the constitution does go through without delay, we should send this Mahmoud Othman a congratulatory card, asking him whether "he would like fries with that."

Seriously, this looks to me like typical posturing by politicians. The only people who I am going to give any credibility to are Jaafari and Talabani, and both of those guys are insisting that there will be no delay.

BAGHDAD, July 31 (KUNA) -- In accordance with Iraq's Transitional Administrative Law (TAL), the permanent constitution will be done on time, said Sunday Iraq's President Jalal Talabani.

BAGHDAD: Iraq’s constitutional panel agreed on Sunday to conclude its work by mid-August to allow parliament to vote on a draft basic law, committee member Munther Al-Fadhal told the news agency.

“There will be no delay. We should put the draft to parliament by August 15,” he said.

Last paragraph

The new American ambassador to Iraq apparently recognizes that women's rights must be safeguarded. Ambassador Zalmay Khalilzad, while warning Monday of the danger of civil war, also insisted that Iraq's constitution must embrace "equality before the law for men and women." Even the best of constitutions may not keep Iraq from disintegrating. But a constitution can hurtle a nation to places no one knew it was going. Although Americans don't have control, we do have influence. We must do what we can to keep Iraq on course toward real equality.

Story addendum:

(Adds second committee member's comments)

BAGHDAD, Aug 1 (Reuters) - Iraq's parliament is expected to announce on Monday that the team drafting the constitution will meet an Aug. 15 deadline for submitting the document, members of the constitution committee said.

"It is expected that the National Assembly will announce that we are committed to the deadline. The draft will be submitted on Aug. 15. If all the points are not completed we will have two more weeks for discussions," Bahaa al-Araji told Reuters.

The team drawing up Iraq's new constitution considered giving itself more time to write the document on Sunday, but it faced intense U.S. pressure to meet the deadline.

"We decided yesterday in a meeting that there would be no extension and we will submit a draft of the constitution on Aug. 15," said constitution committee member Jawaad al-Maliky.

The drafting of the constitution is a major plank in the U.S. administration's plans for democracy in Iraq and is seen as perhaps the best chance for a political end to the insurgency.

"The decision has been taken, and there will be no extensions," Saleh Mutlak, a Sunni member of the drafting committee, said. "Frankly, if we took six more months, it wouldn't make much a difference. What we need is a better attitude from all the leaders to bring this agreement together." True so true....

He warned that if the major issues dear to the Kurdish leadership are not resolved in the constitution, the Kurdish people could exercise their right to nullify the entire document when it is put to Iraqi voters in an October referendum. This part worries me....

Under intense U.S. pressure, Iraqi leaders resolved Sunday to finish writing the country's constitution by the middle of August, even if it means setting aside some of their fiercest disagreements over the future of the Iraqi state.

The basic document has to be put in force first they should not be trying to perfect the document on the original draft. It will be a living document amendable for many years to come...but they never ask for my help  :)
