Suggested an economist at Kufa University established four universities technical oil contracts with international oil companies to recruit talent to keep up with the increasing national oil production.

Twigg said Raad, head of economic studies at the University that "achieving production of Iraq/9 million barrels of oil by the year 2020, requires the exploitation of all national competencies needed for oil production facilities and ensure that international oil companies and contracted employment instead of bringing in foreign labour.

He explained that this requires the establishment of four universities to create Supreme engineering teams and professional cadres of the central provincial breakdown of oil such as oil company Basra and Maysan oil company that would be needed to staff in the areas of oil and petrochemicals, fertilizers and other".

Deputy Prime Minister for Energy Affairs, former Hussein Al-Shahristani said Iraq's oil production will reach nine million barrels per day by the year 2000 and 20 based on current contracts with global oil companies to increase production of crude oil from Iraq to three million barrels per day and exports two hundred and eight million barrels a day.
