September 2014 followed the same downward trend in attacks seen in August, but casualties remained high. That was due to Islamic State massacres in northern Iraq and the fall of Camp Saqlawiya in Anbar. In Anbar and Salahaddin the insurgents are on the offensive, while they are increasing their operations in the Baghdad belts. On the other hand, the Iraqi Security Forces (ISF) and their militia allies are carrying out operations in Anbar, Babil, and Diyala, while the Kurds are attempting to retake lost territory in Ninewa and Diyala. The ISF however have failed to hold many of the areas it has cleared, while the peshmerga have moved away from trying to regain Jalawla and Sinjar and are concentrating on other areas with the support of U.S. air strikes. Overall, the militants continue to hold the operational initiative in Iraq.
