Iraq constitution will be ready today: Talabani
Says many of the contentious issues have been resolved
BAGHDAD: Iraq’s president said Saturday the first post-Saddam Hussein constitution was nearly ready, as focus moved to autonomy for the majority Shiites, an issue that could trigger a revolt from the ousted Sunni Arab elite.
President Jalal Talabani said most issues were resolved and the new charter would be ready within the next 24 hours, a day ahead of the Monday deadline.
“God willing, the draft will be ready by tomorrow (Sunday) as many of the contentious issues have already been resolved,” Talabani told reporters after a meeting with the former chief of Sunni waqf, or religious endowment. Talabani said that discussions were now focusing on the role of religion and the question of “federalism for the south”, a region predominated by the country’s majority Shiites.
He was referring to Thursday’s call by leading Shiite politician Abdul Aziz al-Hakim for Kurdish-style autonomous regions in the country’s largely Shiite south and the central region. A constitution panelist told AFP that 14 of the 18 remaining stumbling blocks in the new charter had been resolved, including an agreement that at least 25 percent of parliament seats should be reserved for women. Head Shiite cleric Ali Al-Sistani called for respecting the result of the referendum on the constitution and for clerics to work towards maintaining Iraq's unity, stressing the importance of guaranteeing the rights of Sunnis as they are the "vital arteries" of the new Iraq.
Sistani said in a statement on Saturday that the role of clerics was to support the Iraqi constitution and to encourage people to review its content, warning against the use of his name or that of clerics in electoral campaigns

The Iraqi National Assembly (parliament) on Saturday said it would discuss the draft constitution and the electoral bill during its 52nd meeting scheduled for Sunday.

Mahmoud Othman, a Kurdish parliamentarian and member of the committee drafting the constitution, said the Shiites and Kurds had reached a number of agreements and were working to persuade the Sunnis to join them.
But, he cautioned, "if the Sunnis refuse to accept the agreements, we will present the draft as it is to the National Assembly."

If it wasn't for Sistani the country would be a hell hole. I respecte the man
more and more. He can be considered the founding father of new Iraq.

I like this Al-Sistani, he says that he wants to keep the clerics out of politics. Much different than the mullas in Iran. He also supports a democratic government, and the new constitution, this is very good.

The word on the street in Baghdad is that the US is putting pressure on Iraqis not to include a provision for direct regional allocations of oil revenue (a key demand of Kurds and Basrans). The reason for this is that they want all the revenue on the books of the central government to guarantee existing debt and enable the IMF to make the maximum new loans.
Seperately Noah Feldman said, in an interview about economic aspects of the constitution a few weeks ago, that "The IMF or the World Bank are in a position to impose certain conditions as a prerequisite for aid...[but] we’ve seen this throughout the world, that various decisions that the government needs to take tend to have more buy-in from the public if they’re perceived as having been made domestically rather imposed by the international organizations that control inflows of capital."

Yup- it needs to be understood that the decisions are made by Iraqis' not the US. Interesting that the news reports say that the Sunnis are the ones that don't want this to happen don't ya think? That way the Sunnis can be percieved as the ones that made this happen- hopefully- they ill all start to "get along" Boy the PR peeps are pretty busy these days! we can either view these articles one by one & point out the ones that are wrong in our opinion- but fact is-these stories are released for a purpose in order to put a positive spin on things that could easily be turned into a negative. Just wait & see- the good that comes out of this is that when the announcement is made that the Constitution has been signed off on- it WILL be presented by Iraqi's NOT the US -& the Iraqi's will need to take full credit for it-which BTW- IS A GOOD THING FOR IRAQ.
