Secretary General of PUK, Jalal Talabani, today spoke to the reporters after a joint meeting of PUK and KDP politburos in Baghdad. The following is the full text of his speech:

“Today we discussed several key issues particularly UN’s suggestion about Kirkuk.

We agreed that we should insist on protecting article 140 of the Iraqi constitution as well as protecting the rights of Kirkuk province to make its decision and to practice its legal and constitutional rights.

He also discussed reinforcing our alliance with our friends. We convened a meeting yesterday with the sides of the quadruple alliance and today we hold another meeting. We expect to make a new formula for the topics which is acceptable for protecting the democratic Iraq and the national unity government led by Mr. al- Maliki.”

The quadruple alliance includes Patriotic Union of Kurdistan (PUK), Kurdistan Democratic Party (KDP),Supreme Islamic Iraqi Council (SIIC), Iraqi Islamic Party (IIP).

More confirmation that Mistura's visit has been productive - publicly anyway.

It won't bother me if they don't get the EL or the HCL passed before taking their summer recess just so long as they get Article 140. If they do, then I'd expect an EL and HCL by mid-October and a SOFA somewhere in between - quickly followed by a release from Article VII sanctions.

It's going to be interesting to see what they get accomplished before our November elections.

Yep. An agreement on art. 140 appears to be critical at this point, with everything else falling into place after that.
