Maybe one of the threads asking Clay, Prior, Dr C, etc.. for an update should be temporarily (until the constitution is passed) made into a sticky. I'm guessing the reason a new one is always being created is because the old ones fall out of sight.
This way if someone does create a new thread the mods can easily and justly lock it down and point out the sticky at the top of the page... or just delete it and notify the individual via PM.
