			<content:encoded><![CDATA[<div>The International Monetary Fund board of governors has approved the sale of 403.3 tonnes of IMF gold reserves as part of a financial overhaul that helps boost its sagging coffers.<br />
<br />
The plan would create an &quot;endowment&quot; that helps provide a steadier source of income to the international organization that has drastically scaled back on lending.<br />
<br />
The programme announced April 7 also calls for a 13.5 per cent cutback in IMF spending over the next three years.<br />
<br />
&quot;The new income and expenditure framework is expected to cover a 400 million dollar shortfall projected in the medium term,&quot; the IMF said in a statement.<br />
<br />
 Governors from 176 of the Fund's 185 member countries cast votes, with all in favour of the plan. Approval required a majority of the votes cast.<br />
<br />
 &quot;With this decisive endorsement, the Fund's members have once again demonstrated their support for reforming key components of the institution's framework, including its financial structure,&quot; IMF managing director Dominique Strauss-Kahn said.<br />
<br />
&quot;Together with the resounding vote last week to change the representational structure of the Fund, this vote further reinforces the legitimacy of the Fund. I thank the membership for this vote of confidence in the institution's future.&quot;<br />
<br />
  <b>The new plan calling for the endowment requires an amendment of the Fund's Articles of Agreement, which will need to be accepted by at least three-fifths of IMF members.</b><br />

			<content:encoded><![CDATA[<div><div align="left"><font size="2">On May 9th, The Kurdish Institute in Washington in cooperation with the<img src="http://pukmedia.com/english/Daily%20News/2008-05-11/jpg.JPG" border="0" alt="" /> Pennsylvania University held a special seminar concerning article 140 of the Iraqi permanent constitution.  A number of attendees cautioned that the non-implementation of article 140 will harm the security and stability of Iraq. </font><br />
<br />
&#8220;Article 140 contains suitable procedures to address the disputes over those areas which were Arabized during the Baath regime. Those problems should be solved according to the constitution, new views, therefore, should not be presented to address them,&#8221; Hawar Shally, Head of the Kurdish National Conference said.<br />
<br />
 Calling on the Iraqi government to implement the article as soon as possible, Shally said the non-implementation of article 140 will negatively affect relations between Kurdish people and central government. <br />
<br />
&#8220;Unfortunately the article 140 was not implemented on time while, I believe, it can be implemented in the future. Few US officials have a thorough and complete understanding of article 140,&#8221; Jay Garner, who was appointed by the US as Director of the <font size="2"><font color="windowtext">Office for Reconstruction and Humanitarian Assistance</font> for <font color="windowtext">Iraq</font> in 2003 following the Operation Iraqi Freedom, said. </font><br />
<br />
&#8220;Baath regime perpetrated as much injustice against Kurds as against Arabs. We, therefore, should be an example of fixing fairness. Kurds are not better than Arabs and Turkmens - we all are created by God. We should not go back to chauvinism and racism,&#8221; the Deputy Speaker of Kurdistan Region Parliament, Kamal Kirkuki, said.<br />
<br />
&#8220;UN came up into the issue following the delay of implementing the article on December, 31st, 2007; we are now waiting for the UN initiatives and suggestions. If their suggestions are in favor of the public interests and enable to bring rights back to those whose rights were confiscated, we will support those suggestions as much as possible, the KRG Minister for Extra-regional Affairs, Muhammad Ihsan, said.<br />
<br />
All attendees concluded that the article 140 is a constitutional one and it should be implemented.<br />

<b>Turkey's Military: Warplanes, Artillery Strike Kurdish Rebels in Iraq</b><br />

ANKARA, Turkey — Turkish warplanes and artillery units have hit Kurdish rebel positions in northern Iraq, following a rebel raid on a military outpost in Turkey, the military said Sunday.<br />
 <br />
Targets in Saturday's raids included an area just across the border where rebels had allegedly gathered after attacking the military station in Hakkari province, near the Iraq border, the military said in a statement posted on its Web site.<br />
 <br />
Six soldiers and 19 rebels were killed in that attack and military airstrikes that followed, the military said. The rebels denied suffering any losses.<br />
In its statement, the military said artillery units and attack aircraft &quot;intensely and effectively&quot; struck rebel targets in the Avasin-Basyan area in northern Iraq on Saturday.<br />
 <br />
&quot;All targets have been hit with accuracy and terrorists in the targeted facilities have been rendered ineffective,&quot; the military statement said. &quot;Studies and evaluations are under way to determine final results.&quot;<br />
It stressed that maximum sensitivity was observed in the strikes to avoid affecting civilians or local Iraqi Kurdish forces.<br />
 <br />
&quot;The Turkish Armed Forces will continue its struggle against terrorism with increasing power and determination,&quot; the military said. &quot;Any heinous act against the Turkish Republic will be responded to immediately and heavily.&quot;<br />
In a separate statement released a few hours later, the military said a rebel &quot;media and propaganda&quot; center was also struck in the raids. It gave no other details.<br />
 <br />
There was no immediate rebel response to the claims.<br />
 <br />
The Kurdistan Workers' Party, or PKK, has been fighting for self-rule in Turkey's southeast since 1984. Tens of thousands of people have died since then.<br />
 <br />
The PKK maintains bases in the north of neighboring Iraq that serve as a launch pad for attacks on targets inside Turkey.<br />
 <br />
Turkey has launched several aerial attacks and one major ground operation against rebel bases across the border with Iraq this year.</div>

 Members of the anti-war group Code Pink gathered Friday with a cauldron of flowers outside a controversial Marine Corps Recruiting Center in Berkeley, Calif., to use witchcraft to rally against the Iraq war.<br />

Code Pink members unfurled a pink banner reading &quot;Troops Home Now&quot; and waved signs as they began the protest, which they promised would include incantations and pointy hats for a &quot;witches, crones and sirens&quot; day.<br />
<br />
&quot;Women are coming to cast spells and do rituals and to impart wisdom to figure out how we're going to end war,&quot; Zanne Sam Joi of Bay Area Code Pink told FOXNews.com.<br />
<br />
A few women stood outside the recruiting center Friday with signs that read &quot;Peace&quot; and &quot;Warmongers — Eating Our Children for Profit.&quot; Many wore pink T-shirts.<br />
<br />
Others pulled out a cauldron filled with flowers from a car draped with a pink sheet.<br />
<br />
Members of the pro-troops group Move Forward America came armed with packages of salt, which they spread around the recruiting station to keep the Marines safe from spells. The group's Web site implored members to bring brooms to &quot;mock the anti-American witches of Code Pink.&quot;<br />
<br />
Police kept guard outside the recruiting station to keep the peace.<br />
<br />
Berkeley Marine Protest Code Pink's protest capped a Mother's Day week's worth of themed protests, which included days to galvanize grannies and bring-your-daughter-to-protest. The planned events appear to have done little to boost the protesters' flagging numbers.<br />
<br />
A FOX News camera, which has a 24/7 live shot of the recruiting center's front door, recorded little action, and the gatherings have, until this point, been ill-attended.<br />

In February, the Marine Corps Recruiting Center was the site of fierce pro- and anti-war protests. It made national headlines when Berkeley City Council voted to send a letter to the recruiting station advising the Marines they were not welcome. Council members later moderated their position, saying they oppose the war in Iraq but support the troops.<br />
<br />
Code Pink — which was given parking and noise permits by the City Council and is allowed to protest during the recruiting center's business hours — has been protesting daily since September.<br />
<br />
The group frequently announces bizarre theme weeks in front of the office, but its members' numbers have been dwindling and the events get little media attention.<br />
<br />
Now, after three months of continual protest, their actions barely capture the attention of even the Marines at the recruiting center.<br />
<br />
Capt. John Paul Wheatcroft said he's unfazed by Code Pink's antics.<br />
<br />
&quot;They're always in pink and wear funny things, half-shaved heads, one side with hair and the other one bald,&quot; he told FOXNews.com. &quot;Yeah, I'm pretty much used to anything.&quot;<br />
<br />
Code Pink said that grandmothers did show up for Monday's protest — some more than 90 years old, some in wheelchairs — and began knocking on the door of the recruiting center.<br />
<br />
• &quot;The grandmothers were here and tried to get recruited,&quot; Joi said. &quot;They tried to have conversations with the Marines, but the Marines were too scared to talk.&quot;<br />
<br />
Wheatcroft, who was the Marine on the other side of the door, said he was not afraid of the grannies. He just didn't open the door.<br />
<br />
&quot;Most of the time they are just practicing their right to protest and their freedom of speech or whatever, so it's not usually a problem for us,&quot; Wheatcroft told FOXNews.com. &quot;But sometimes it crosses the line, and that happened [Monday] when the grannies were here blocking the entrance and banging on the door.&quot;<br />
<br />
On Tuesday, Code Pink's theme was &quot;fierce mothers raging against war,&quot; Joi said, to talk about all the mothers killed and raped in war. Wednesday's theme was &quot;bring your daughter to the protest,&quot; where daughters explained why they don't want their parents fighting the war. Thursday was &quot;sisters don't allow sisters to live in war zones&quot; day, and the week was to wrap up Friday with &quot;witches, crones and sirens&quot; day.<br />
<br />
Code Pink isn't the only group that has seen numbers drop amid rallying around the Marine recruiting center.<br />
<br />
Kimberly Wagner, Berkeley College Republicans activism chair, who is dating a Marine, said her group has been trying to keep up a presence outside the center since Feb. 13, when Code Pink's parking permit went into effect.<br />
<br />

Marriott International is evaluating whether to open a hotel in the fortified Green Zone in Baghdad, Iraq, responding to a request from U.S. government officials who are eager to help revive Iraq with foreign investment and economic activity.<br />
<br />
The Bethesda, Md., firm, one of the largest hotel operators in the world, would have to overcome major obstacles, such as Baghdad’s lack of security and its ravaged infrastructure. Chief executive Bill Marriott is considering the deal but is concerned about safety issues, according to someone familiar with his thinking.<br />
<br />
Marriott, which is paid fees by hotel owners to manage properties, is mulling the move as it embarks on a major expansion in the Middle East. To meet demand from a surge of business activity there, Marriott intends to boost its properties in the region from 26 to about 75 during several years.<br />
<br />
The Green Zone has been a frequent target of attacks by insurgents. A recent flare-up, when 114 rocket and mortar rounds fell in the Green Zone during a 30-day period ending in late April, showed the area’s unpredictability.<br />
<br />
Marriott is not the only company that has been approached about managing the hotel development, but it has connections to the Bush administration. Bill Marriott is chairman of the president’s Export Council, which advises Bush on trade issues. The council is appointed by the president and includes U.S. business leaders and several Cabinet members, including Secretary of State Condoleezza Rice.<br />
<br />
Paul Brinkley, the deputy under secretary of defense for business transformation, declined to identify any hotel companies considering the deal, nor would he identify the developers.<br />
<br />
At a National Press Club event Wednesday highlighting Iraq’s business opportunities, Brinkley appeared with Iraq’s Industry Minister Fawzi Hariri. In an interview afterward, Hariri said Iraqis “would welcome” an American hotel in Baghdad.<br />
<br />
Many foreigners stay at the al-Rasheed, inside the Green Zone, where a rocket attack wounded several guests in October 2003.<br />

Behind the recent fighting in Basra, which has halted the further withdrawal of British troops from Iraq, lies a three-letter word - oil. It is no coincidence that the day Iraq's prime minister Nouri al-Maliki ordered the Iraqi army into Basra to fight the militia of Moqtada al-Sadr, negotiations began in Jordan for contracts to repair and upgrade existing oil fields around Basra and exploit three huge new fields in the desert further west.<br />
<br />
These deals with multinational companies could triple the output from the Basra oil region, already one of the richest in the world. Who controls Basra controls much of the future wealth of Iraq and the upper Gulf.<br />
<br />
Al-Maliki belongs to the Dawa Party, the smallest of the three major Shia political movements in Iraq, whose influence across the oil-rich south has been steadily waning.<br />
<br />
 Last month he gambled that Iraqi army units, newly trained by the US and UK, could beat the Mahdi Army of Moqtada al-Sadr.<br />
<br />
Under the pretext of &quot;winning back the streets of Basra from the militias and criminal gangs,&quot; al-Maliki launched a force of some 30,000 to dislodge Moqtada's men from their strongholds in Basra, Amarah and Kut. After six days of heavy street-fighting, the Iraqi army made no headway. Moqtada's men have won an enormous psychological victory that they did not expect. The Mahdi Army now looks like the strongest Iraqi force in central and southern Iraq, more capable than the Iraqi army itself.<br />
<br />
Al-Maliki, described recently by a British military adviser as having &quot;almost no strategic judgment&quot;, was urged to action by American neo-con militants like retired General Jack Keane and Fred Kagan of the American Enterprise Institute. But American and British commanders urged caution, believing the Iraqi army wasn't yet up to the job. So al-Maliki told allied commanders of his plan to put troops into Basra only <br />

BAGHDAD -- Militants were withdrawing from the streets and shops were reopening in Baghdad's Sadr City on the first day of a ceasefire between Shiite extremists and U.S.-backed Iraqi forces following two months of intense clashes.<br />

Authorities reported no violence Sunday.<br />
<br />
&quot;Today, people are very happy and very optimistic,&quot; said Sadiq Jaafar, a 30-year-old father. &quot;Last night for the first time in more than 40 days we were able to sleep without being woken up by explosions or gunfire.&quot;<br />
<br />
U.S. military officials said at a news conference Sunday that the Iraqi government was still working out details of the truce with elements of the Sadrist movement of anti-American cleric Muqtada al-Sadr.<br />
<br />
&quot;It is important to emphasize that it is an ongoing dialogue process,&quot; said U.S. military spokesman Rear Adm. Patrick Driscoll. &quot;It is premature to say there is an agreed-to truce.&quot;<br />
<br />
The U.S. military has repeatedly emphasized that the clashes are being carried out by rogue elements and groups that have splintered from al-Sadr's Mahdi Army.<br />
<br />
There was no immediate comment Sunday from the Iraqi government and its spokesman was unavailable Sunday. But the government has said it retains the right to chase wanted militants and search houses in order to confiscate weapons.<br />
<br />
Thousands of civilians have fled their homes in the teeming slum -- home to nearly 40 percent of Baghdad's population -- and aid groups said some areas are desperately short of food and medicine after seven weeks of street battles.<br />
<br />
Followers of al-Sadr, who was apparently instrumental in brokering the ceasefire, distributed food in the neighborhood Sunday, residents said.<br />
<br />
The bulk of al-Sadr's 60,000-strong Mahdi Army is not believed to have participated in the clashes, instead adhering to a general cease-fire ordered by al-Sadr last August. The violence is blamed on splinter groups believed to be acting on their own. Al-Sadr has directed his supporters to only fight when attacked.<br />
<br />
Prime Minister Nouri Al-Maliki has called on al-Sadr to disband the Mahdi Army and vowed to disarm its members.<br />
<br />
&quot;We have concerns about this agreement,&quot; a senior commander of the Mahdi Army, speaking on condition of anonymity for security reasons, said Sunday. &quot;When U.S.-led forces enter the area, we fear that they will pursue us.&quot;<br />

Today is the first day that I have noticed that 1 million Dinars lowest price at this time is $905 dollars and most are buy it now. With dealers running short and E-bay prices rocketing, its just a matter of a short time till we see this train rolling out of control.  oh and buy the way notice all the 1/2 1/4 1/8 million on e-bay,   average Joe blow  buying. new question now.............. we have seen reports of a second stock exchange being formed in the northern kuristan region. If this does occur will it operate together with the ISX in Baghdad, or will it be a seperate independant operation?<br />

 Human rights organizations and dissident groups have bitterly accused the junta of neglecting disaster victims in going ahead with the vote, which seeks public approval of a new constitution.<br />
<br />
<br />
 The referendum came just one week after Cyclone Nargis left more than 60,000 people dead or missing. The U.N. estimates that at least 1.5 million people have been severely affected.<br />
<br />
<br />
 Aye Aye Mar, a 36-year-old homemaker, looked frightened when asked if she thought anyone would vote against the referendum.<br />
<br />
<br />
 “One vote of ‘No’ will not make a difference,” she whispered, her eyes darting around to see if anyone was watching. Then she raised her voice to declare: “I’m saying ‘Yes’ to the constitution.”<br />
<br />
<br />
 Though international aid has started to trickle in—with two more planes organized by the U.N. World Food Program landing at Yangon’s airport Saturday—almost all foreign relief workers have been barred entry into the isolated nation. The junta says it wants to hand out all donated supplies on its own.<br />
<br />
<br />
 But with roads blocked and bridges submerged, reaching isolated areas in the hard hit delta has been made all but impossible. The military has only a few dozen helicopters, most small and old. It also has about 15 transport planes, few of which are able to carry massive amounts of supplies.<br />
<br />
<br />
 Long lines formed in front of government centers, where minuscule rations of rice and oil were being distributed. Elsewhere, people clustered on roadsides hoping for handouts. The words “Help us!” were written in chalk on the side of one home.<br />
<br />
<br />
 “Please, don’t wait too long,” said Ma Thein Htwe, 49, who waited with dozens of other women and children at a monastery in Kungyangon for her ration of rice.<br />
<br />
<br />
 Ko Zaw Min, 27, said not enough aid was reaching his community. Each family was given just over a pound a day.<br />
<br />
<br />
 “I want to build my home where it used to stand, in the field over there,” said the farmer, who lost his 9-year-old son and a 1-month-old baby in the disaster. “But I have nothing.”<br />
<br />
<br />
 Despite international appeals to postpone the constitutional referendum, voting began Saturday in all but the hardest hit parts of the country.<br />
 As lines formed, state-run television continuously ran images of top generals including junta leader, Senior Gen. Than Shwe, handing out boxes of aid at elaborate ceremonies.<br />
<br />
<br />
 <b>“We have already seen regional commanders putting their names on the side of aid shipments from Asia, saying this was a gift from them and then distributing it in their region,” said Mark Farmaner, director of Burma Campaign UK, which campaigns for human rights and democracy in the country.<br />

“It is not going to areas where it is most in need,” he said in London.<br />
 It has been 18 years since the last poll, and many people had no idea how to vote. Some asked each other or officials, “Where do I go?” or “What do I do?” as they walked into curtained booths to cast their ballots.<br />
<br />
<br />
 Myanmar has been ruled by military regimes since 1962. The current junta seized power in 1988, throwing out the country’s last constitution.<br />
 The referendum seeks public approval of a new one, which the generals say will be followed in 2010 by a general election. Both votes are elements of what the junta calls its “roadmap to democracy.”<br />
<br />
<br />
 But the proposed constitution guarantees 25 percent of parliamentary seats to the military and allows the president to hand over all power to the military in a state of emergency—elements critics say defy the junta’s professed commitment to democracy.<br />
<br />
<br />
 It also would bar Nobel Peace Prize laureate Aung San Suu Kyi, the detained leader of the country’s pro-democracy movement, from public office. The military refused to honor the results of the 1990 general election won by her National League for Democracy party.<br />
<br />
<br />
 Some 27 million of the country’s 57 million people were eligible to vote, although balloting was delayed for two weeks in the areas hardest hit by the May 3 cyclone.<br />
<br />
<br />
 For many it was hard to think of anything but the storm that tore apart so many lives. State media say 23,335 people died and 37,019 are missing from Cyclone Nargis. International aid organizations say the death toll could climb to more than 100,000 as conditions worsen. Heavy rain forecast in the next week was certain to exacerbate the misery.<br />
<br />
<br />
 Despite obstacles put in place by the military junta, some aid was arriving. The United Nations has sent several planes and trucks loaded with relief supplies, even though the junta took over its first two air shipments.<br />
 Aid flown in Saturday on flights organized by the WFP was quickly released to the agency—described as “good news” by spokesman Marcus Prior in Bangkok, Thailand.<br />
<br />
<br />
 The military rulers also have agreed to let a U.S. cargo plane bring in supplies on Monday, but foreign disaster experts were still being barred entry.<br />
<br />
<br />
 Maj. Kerrie Hurd, a U.S. military official involved in coordinating the relief effort, said the Burmese government had agreed to allow in two additional U.S. military C-130 cargo planes loaded with relief supplies.<br />
<br />
<br />
 “We are awaiting the coordination of details via diplomatic channels,” Hurd said.<br />
<br />
<br />
 The U.N. refugee agency said it sent its first aid convoy by land into Myanmar on Saturday and began airlifting 110 tons of shelter supplies from its warehouse in Dubai.<br />
<br />
<br />
 Two trucks carrying more than 20 tons of tents and plastic sheets for some 10,000 cyclone victims crossed into the country from northwestern Thailand, said the U.N. High Commissioner for Refugees.<br />
<br />
<br />
 “This convoy marks a positive step in an aid effort so far marked by challenges and constraints,” said Raymond Hall, UNHCR’s representative in Thailand. “We hope it opens up a possible corridor to allow more international aid to reach the cyclone victims.”<br />
<br />
<br />
 A total of 23 international agencies were providing aid to people in the devastated areas, said Elisabeth Byrs, spokeswoman for the U.N. Office for the Coordination of Humanitarian Affairs.<br />
<br />
<br />
 But a large number of organizations still were awaiting government clearance for more aid shipments, staff and transport.<br />
<br />
<br />
 “It’s a race against the clock,” Byrs said. “If the humanitarian aid does not get into the country on a larger scale, there’s the risk of a second catastrophe,” she said, adding that people could die from hunger and diseases.<br />
<br />
<br />
 Health experts have warned there was a great risk of diarrhea and cholera spreading because of the lack of clean drinking water and sanitation. Children, including those orphaned by the storm, face some of the greatest risks.<br />
<br />
<br />
 “The fact that there are people we still haven’t gotten to is very distressing to all of us. We don’t know how many that is,” Tim Costello, president of the aid agency World Vision-Australia, said by telephone from Myanmar’s largest city, Yangon. “The people are all exposed to the elements, and they are very, very vulnerable.”<br />

 In the badly hit town of Labutta, family members were forced to use rusty sewing needles to close wounds at a hospital where no doctors or supplies were visible. One man lay dying from a lack of care after his foot was cut off in the cyclone.<br />
<br />
<br />
 On the outskirts of Labutta, 12 people were crammed into one tent pitched on a rice field. They were the only survivors from the village of Pain Na Kon and had fruitlessly searched Labutta for family members.<br />
<br />
<br />
 “We are family now. We are from the same place. We are together,” said U Nyo, one of the survivors, his eyes red from tears and fatigue. “We need food. There isn’t enough space in the town so we decided to stay here.”<br />

</div>Ya know, Sylvester Stallone, was chastised for his last Rambo movie that came out earlier this year, but the more I see this the more I think Stallone's casting of the Burmese (Myanmar) military dictatorship as the bad guys, the more I realize he wasn't far off the mark.  Ya, it was just a movie, but unfortunately this story is not fiction.<br />

<br />
A medical source at the at Al-Sadr hospital said those killed were all men while there were women and children among the wounded. <br />
<br />
Hospitals in Sadr City said they had received 13 bodies and treated 77 wounded by Saturday morning, but gave no further casualty figures after that. Among the wounded were children.<br />
<br />
They said the US military used airstrikes and tanks to attack the slum.<br />
<br />
In one operation, US troops killed 11 Iraqis after they came under attack by unknown gunmen.<br />
<br />
Several hundred people have been killed in fighting in the wake of US miltary raids that show no sign of easing. <br />
<br />
Aid workers have warned of a looming humanitarian crisis in Sadr City, home to 2 million people.<br />
<br />
Moqtada al-Sadr's followers see the raids as an attempt by the US government to sideline the cleric's mass movement before local elections in October.<br />
<br />
Sadr threatened last month to scrap a truce he imposed on his Mehdi Army in August. </font><br />

&quot;We must be aware that it is not the price of crude oil that has risen but the dollar value that has weakened,&quot; said Mohammad Ali Khatibi, deputy director of international affairs at the National Iranian Oil Company.<br />
<br />
&quot;Currently the prices of crude oil do not follow supply and demand and they will gain moderation in the event of improvement in (the value of) the dollar,&quot; he was quoted as saying by the Oil Ministry website Shana.<br />
<br />
Khatibi was speaking a day after US crude oil jumped to a record above $126 a barrel, extending gains to more than 11 percent since the start of the month on fuel supply concerns and a rush of speculator buying.<br />
<br />
The steady rise in crude oil prices has turned the spotlight on the Organization of the Petroleum Exporting Countries (OPEC), which for months has insisted it has no control over the factors it blames for pushing up the price of oil, including speculation and the weak US dollar.<br />
<br />
Iran is the world's fourth-largest oil producer and OPEC's second largest exporter.<br />
<br />
&quot;I believe there is a direct relationship between the drop in the value of the dollar and hike in the price of oil,&quot; Khatibi said, adding oil prices rose eight percent in the first quarter of 2008 after the dollar fell as much the previous quarter.<br />
<br />
On Thursday, Iran's Oil Minister Gholamhossein Nozari said it would be possible to see a price of $200 per barrel for crude if existing conditions in the market continued.<br />
<br />
Nozari said the reasons behind the surge in oil prices were the weak US dollar and supply concerns from Nigeria. </font><br />

They asked the Iraqi Central Bank not to determine the ceiling material to their financial allocations, since it represents a hindrance to the expansion of their infrastructure and thus freezing business dealings, whether inside or outside. <br />

Deputy Director of Al-Warkaa Bank for Investment and F,inance, Mohamed Hassan, said that private banks need the support of the government represented by the Iraqi Central Bank through opening credits without adherence to a certain ceiling to revitalize the national economy, taking into consideration the efficiency of the bank, the services provided by the bank, the development processes of its restructuring, raising its capital based on the achievements made by the bank like introducing the software system in banking dealings to facilitate services to customers for the first time in Iraq as well as puting up a new interest rate on deposits of three types: 12% for three months, 13% for six months and 14% for one year. &quot;The two groups agreed on 10 of the 14 points discussed. The agreed points do not include disbanding of Jaish al-Mahdi,&quot; he said, referring to the group's al-Mahdi army militia.<br />

Al-Obeidi said: &quot;The agreement stipulates that the government's security forces have the right to make raids and searches [in Sadr City] for those who are wanted but by following the principles of human rights.&quot;<br />

Al-Maliki's government is dominated by Shia parties that want al-Mahdi army to be disbanded before provincial  elections in October.<br />

Al-Sadr's group argues that it needs its weapons for self-defence as long as other Shia and Sunni groups backed by the US military and al-Maliki's government retain their weapons. <br />
<br />
<b>Continued clashes</b><br />

The news of the agreement was announced by al-Obeidi amid continued fighting in Sadr City, with two hospitals reporting the deaths of at least 13 people in addition to 77 wounded.</font><br />

<font face="Verdana">Women and children were among the wounded, the hospital's officials said.<br />
<br />
Separately, the US military said it had killed eight fighters in different districts of Baghdad on Friday.</font><br />

<font face="Verdana">General Riyadh Tawfiq, commander of the Iraqi military's Ninawa operations, said that the security plan, codenamed Operation Lion's Roar, was aimed at hunting down anti-government fighters.</font><br />

<font face="Verdana">The authorities have placed Ninawa under curfew since Friday night. Mosul is the province's main city.</font><br />
