    Iraq seeks Boeings’ delivery early, aims to be ‘more open’

    Iraq’s Transport Ministry is looking to bring forward delivery of new aircraft from Boeing as it presses ahead with expanding the operations of national airline Iraqi Airways, the transport minister said.

    Amer Abdul-Jabbar said Iraqi Airways currently owns just four ageing planes and depends mainly on leased aircraft, which are expensive, so the ministry is trying to get the first deliveries this year on an order for a fleet of 55 new Boeing 737s, 777s and 787s which were not due to arrive until 2013.

    “I believe 55 new planes are good to meet the needs of Iraqi Airways till 2020, since we are expecting to be more open to the world,” Abdul-Jabbar said in an interview this week.

    He said Boeing had been expected to deliver in 2013 but the government is now hoping to receive some this year.

    “They promised us to study our demand, taking into account other airline companies (needs), to see if they are ready to give us priority,” Abdul-Jabbar said.

    A year and a half ago Iraq had only six international routes, to Amman, Damascus, Beirut, Dubai, Teheran and Cairo. Since then it has gradually started to open up to other countries and now has routes to Turkey, Germany, Greece, Austria, Denmark, Kuwait, Qatar, Bahrain and Pakistan.

    Iraq has also signed an agreement to open a route to the UK in the near future, and a memo of understanding for routes into the United States.

    Abdul-Jabbar said increasing the fleet means increasing flight crews and the airline now needs 200 new pilots.

    The Boeing deal includes $ 30 million to train Iraqi pilots and the company also donated $ 7 million to build a pilot training institute in Baghdad, he said.

    Iraq originally signed a $ 5.9 billion contract with Boeing and Canada’s Bombardier in 2008 to buy at least 50 aircraft to rebuild a fleet that was almost totally destroyed in the 2003 war.

    Photographer Depicts Iraq's Economic Growth

    A former White House staff photographer who started photographing Iraq in 2003 said yesterday that comparing old images to recent ones presents a picture of staggering economic growth there.




    Tina Hager snapped her first photo of Baghdad from Air Force One while accompanying then-President George W. Bush on a surprise Thanksgiving Day visit to meet with U.S. troops.

    A few years later, she moved to Dubai as a freelance photographer documenting the wars in Afghanistan and Iraq. On several assignments, she embedded with U.S. troops.

    "I felt it was my photographic obligation after seeing history unfold at the very top to be able to continue to photograph the same situation, the same subject matter at ground level," Hager said during a "DoDLive" bloggers roundtable.

    In 2009, Hager started working as a photographer for the Defense Department's task force for business and stability operations in Iraq. She said the assignment has given her access to record scenes of everyday life throughout the nation.

    "In 2006 flying over Iraq, it was dusty, it was colorless. And now you fly over, and it's just the fertile crescent."

    In addition to revitalized farmlands, Hager said, she's photographed hundreds of new factories and businesses that are generating employment. Women, she observed, not only are part of the work force, but also are dominating the top ranks of the banking industry.

    Today, she said, the landscape of Iraq looks like "a big green ocean" of agricultural success and factories that make everything from tractors to carpets based on classic patterns.

    When a blogger participating in the conference call asked Hager whether she might be biased as a task force staff photographer, she said her job simply is to observe and photograph the subject matter.

    "I get a great sense of satisfaction to encourage investment and economic stability in Iraq, and that is for me the most interesting way for me to help," she explained.

    Iraq - The unit's main hub is at Xx X Air Base, Iraq, but platoons travel to remote Forward Operating Bases with as few as 20 Soldiers, to provide financial support and assist with any pay problems that may arise during the deployment.

    A disbursing agent non-commissioned officer and a Detroit native, said they also work with the paying agents to purchase goods and fund projects around western Iraq.

    "We run operational missions to Ramadi, Ubaydi and (Camp Korean Village), in order to get those Soldiers paid correctly if they are experiencing any issues," he said.

    Porter said their everyday operations of cashing checks and setting up Eagle Cash Cards are mainly aimed at military personnel.

    "We are making a big push to try to get all Soldiers to use Eagle Cash, to try to reduce the amount of U.S. currency in Iraq," he said. "Getting rid of the U.S. currency makes the Iraqi dinar and their economy better."

    The commercial vendor services noncommissioned officer in charge and an O'Falon, Ill., native, said he helps pay contracts to vendors that provide services in western Iraq.

    "They range from life-support contracts all the way to buildings and roads," he said. "We also provide money for contractors to build schools and other off-post projects."

    He said these projects are paid through electronic funds transfer directly through the Iraqi banks, thereby utilizing the Iraqi dinar.

    "This helps keep our currency out of their banks and it strengthens their economy," he said.

    Sgt. 1st Class Xx, the detachment sergeant for and a Detroit native, said he oversees operations, making sure all offices are performing correctly.

    Xx said aside from their mission at Al Asad, the unit has weekly missions to smaller FOB's and bi-monthly missions to very remote locations in the western Iraq region.

    "It's hard for some of those Soldiers that are at a FOB with 20 or 30 people; financial issues come up and we are here to take care of them," he said.

    Xx said the unit recently completed a transfer of authority with the xxxth Financial Management Company, and had to shut down the office for a few days to do inventory and count money.

    "We are back and it is very busy since we were closed for a few days," he said. "Our mission will stay the same, and that is to provide financial support for all Soldiers and (DOD) civilians."

    Chapter 7 - Important Dates ~ Reasons that are causing Iraq to remain under Chapter 7:




    Dates to keep in mind relating to Chapter 7:

    April 1, 2010, June 15, 2010, December 31, 2010

    1. By April 1, 2010. The Council called on the Government of Iraq to ensure the timely and effective transition to a post-Development Fund mechanism by 31 December 2010 and to put in place the necessary action plan and timeline thereto by 1 April next year (2010). The Council further requested the Government, through the head of the Council of Financial Experts (COFE) to report quarterly to the Council on progress made.

    2. No later than 15 June 2010. Unanimously adopting resolution 1905 (2009) and acting under Chapter VII of the United Nations Charter, the Council decided that the mechanism of the Development Fund and the International Advisory and Monitoring Board as well as other relevant provisions of resolution 1483 (2003) would be reviewed at the request of Iraq’s Government, or no later than 15 June 2010.

    3. December 31, 2010 - Security Council Extends Until 31 December 2010 Arrangements for Depositing Proceeds from Oil, Gas Sales into Development Fund for IraqAdopting Resolution 1905(2009) Unanimously, Council Also RequestsIraq ’s Government to Transition to Post-Fund Mechanism by End of 2010

    Reasons that are causing Iraq to remain under Chapter 7:

    1. Money ~ Iraq owes Kuwait US$16 billion (Dh58.8bn) from loans that were mostly made during the 1980s when Saddam Hussein’s regime was fighting a war with Iran. The Iraqi government owes an additional $25bn in war reparations to Kuwait as a result of the 1990 invasion.Sheikh Mohammed said he was referring only to the money owed to Kuwait through loans, and not compensation, which he said has its own “international mechanism”.The UN Compensation Commission oversees payments to individuals, companies, non-governmental organisations and governments that suffered in the invasion. Five per cent of the country’s oil sales are used as compensation, and Iraq must resolve the reparations issue before it can be relieved of the UN’s remaining sanctions.

    2. Border Issues ~ Mr Ali said Kuwait, Iraq and the UN all agreed to the demarcation of the border between the two countries after the Iraq war, but some Iraqi nationalists still do not accept the deal. Some Iraqi MPs have questioned the validity of the border, and others have demanded that Kuwait pay Iraq compensation for giving the US-led coalition a base from which to stage the 2003 invasion, which they said was illegal under international law.

    3. Returning the Remains and Documents from 1990 war ~ The Foreign Ministry called on Monday for people to turn their possession of "documents and Kuwaiti property," were seized during the former regime during its invasion of Kuwait in 1990. He said Iraqi Foreign Minister Hoshyar Zebari said on Wednesday, said his country returned the remains of 300 Kuwaiti nationals, and a large part of the archive, according to the UN Security Council resolution,

    "But there is still much to return," saying that "Iraq is required under the provisions of Chapter VII of the return of all property and documents, which gesture to the Kuwaiti confirm that we are interested and serious about this subject. "

    He prob cashed in when it held at 1170 Jan last year (cause he new it was going to get held at 1170 then loped and held at around 1.170 for another 5 years) and if he bought at 3510-1 that means he cashed in at $30mil heck I would have cashed in at 1755 and put the $10 Mil back

    I hope you do not base all your investments on what someones brother in law did 5 or 6 years ago!

    doesn't surprise me, Saddam Hussein was a hoarder, not uncommon with people in that power position, if I remember right during desert storm-desert shield, the us military found fighter jets actually buried in the sand, stuff like that.
