This part sticks out.....HCL will have to be ready, cannot negotiate contracts without it being ready to go.......plus they mention 'Full details of Hydrocarbon Law' under Oil and Gas.....


The key decision makers from the Iraqi Government will be participating with the full intent of establishing relationships and entering into contractual negotiations with all international operators wishing to be part of both the upstream and downstream sectors.

Oil, Gas and Petrochemical Summit :D

The Ministry of Oil and the Ministry of Industry & Minerals are scheduled to participate in an Iraq Oil, Gas & Petrochemical Summit scheduled to be held in Amman April 17-18. This will be the first major international summit covering these industries to be held after the ratification of the investment law and the expected completion of the hydrocarbon law. Participation is expected by the large international oil and petrochemical industries as well as financial and investment organizations.

How can you invite big money people into your country to do business, only to say "everything will change down the road"!

NOW everything makes sense to me!

As Big Wave posted....April 17 is the Summitt, we can pretty much think that the HCL MUST be completed and ratified by the Cabinet then approved by the Parliament and set as a Law....PRIOR to the Summitt.

It would be embarrassing for the Iraqis NOT to have the CHL done, completed and implemented prior to it....So, in IMO, they are just being careful in every wording of the Law, so they would not be "reasons" to impede the passaged of this Law...I would rather them to be late than sorry...(but late won't cut it at the summitt)....

At least we have some sort of Beacon that is telling us that the Law will be a real Law before April 17!!!

I am really getting positive about this! APRIL is a good month! Maybe my son won't have to sell used tires to get by. He was the one that talked me into this in the first place.
