    Been out all day guys, got this elsewhere, apologies if BW or anyone else has posted it. Good news though, this will sail through parliament, mark my words. ;)
    KARABILA, Iraq, Feb. 18 — A draft version of the long-awaited law that would govern the development of Iraqi oil fields and the distribution of oil revenues has been submitted to Iraq’s cabinet, the first step toward approving the legislation, two members of a senior negotiating committee said this weekend.

    The move seemed to signal that negotiators had arrived at the outlines of a compromise that would satisfy the Kurdish, Shiite and Sunni members of the committee and break a deadlock that has held up approval of the law for months. Because the Iraqi budget depends almost entirely on oil revenues, the law is considered an essential element of creating a stable and functioning government.

    Earlier drafts of the law described to The New York Times indicate that Iraq’s central government in Baghdad would retain substantial control over oil revenues and the right to review the contracts that regional governments sign with Iraqi and international companies to develop the fields and to pump oil.

    Negotiations had snagged because of the insistence by the Kurds that they maintain a degree of autonomy in managing their northern fields. But two members of the negotiating committee confirmed that a draft had been sent to the cabinet, indicating that a compromise might be in sight.

    Neither of those negotiators — Hussain al-Shahristani, the current oil minister, and Thamir Ghadban, a former oil minister — provided details of the compromise. But a senior official in the Kurdish regional government also said that a deal was near and hinted that the Kurds had received concessions on how the law would affect existing contracts with oil companies that agreed to work in the north.

    If the cabinet approves the draft law, it would then be sent to Parliament for ratification. Parliament for the most part automatically passes laws that have been approved by leaders of the main political parties, which run along ethnic and sectarian lines

    Consider them marked! and kudo's to "big wave". So lets see! the cabinet is working, they get the hcl, mull it around awhile, send it Parliment on about 3/17/07 (basically rubber stamped), The question then arises, can they get implimentation prior to 4/17/07?

    Geez! something's gonna hit the fan soon! and we're all on the receiving side. lord I have a good feeling about the next 2 months, and I don't think I'm dillusional!

    Exactly! On their hols until 10/3. I'd hazard a guess at passing 2 weeks max from then. So say around the 24th with implementation with the IC before 17/4 and the big oil summit. Don't see why not.....they've said implemented in April several times.....the heat is on as Glen Fry sang. LOL.

    Gonna be the most exciting 2 months of all time in this guys for us and Iraq.

    Nope, holidays have been reduced due to the cabinet reshuffle after Condi's visit. She's been kicking arses again. FIL curiously got passed quickly after her last visit. They've already missed several deadlines and with the SBA terminating on 22/03 (sorry, 03/22 for the U.S. people) I wanna say: GO, HCL, GO!!!

    Yes, the next 2 months are more promising than anyone has probably seen so far. About time the poor Iraqis get what their Neighbours citizens have gotten (Kuwait, etc.) i.e. RICH....No poor people in Kuwait ya know!!

    Come on, NEW GoI, the Cake's made, time to put the Icing and the Cherry on Top!!

    This is very encouraging! Oil has now been found in Sunni territory too.

    It wouldn't surprise me if the Iraqi Dinar in time surpassed the Kuwaiti dinar in value.

    Don't forget about reports that the FIL will be implemented in April, and reports that the ISX may be on-line by April. Should make for a very interesting time.

    Usually I dont like to be downwind of anything hitting a fan, but in this case I think it will be pretty nice! LOL


    OK if this thing gets rubber stamped by parliment, when does everyone think they will announce it all? I still think they want to put it all together and tie a nice little bow around everything......and show the world what they can do.

    Yeap....She is good...that good! I really like her...ehhrrr....well, not the way you guys think....:) ....I mean, she is a very professional, effective and asertive leader.....very straightforward on her demands and when she say.."this is the way is going to be, better be that way,cause I say so"

    Maybe is not G.W. the man running the economic show in Iraq after all, I think is Condi Rice....and I startin to believe that maybe she is behind the dinar reval....knowing that Iraq needs a strong economic boost...may be she will say.."Ok, FIL Law..check...HCL Law....check...Dinar Reval..humm....Dinar Reval....humm...REVAL THE DINAR NOW!!

    But as Adster said...the next few months are going to be THE MOST INTERESTING ones to watch...lets keep on the outlook people!
